Used Motor Oil Collection
Goal: To recover the used oil generated by individuals.
Description: The solid waste collection contract between the City and Browning-Ferris
Industries stipulates that used motor oil be collected curb-side as part of the City's recycling
program. Residents on the program can recycle their used motor oil by placing their discarded oil
in a marked container and left curb-side on their designated recycling day. Last year approximately
1,600 gallons of used motor oil were collected curb-side through the City program. Local service
stations recycle us~d oil from vehicles they service.
Hays County provides public access to unattended oil collection containers set at various sites
within San Marcos. This oil recovery program is sponsored by the Texas Natural Resource
Conservation Commission. County and City residents can take advantage of these oil collection
centers to recycle their used motor oil.
V. Waste Tire Collection
.
Goal: To collect and recycle tires to clean up illegal tire dumps.
Description: Since 1993 the City has sponsored a used tire collection day in conjunction with
the Texas Natural Resource Conservation Commission. The program is coordinated by the City's
Environmental Health Department. Residents are encouraged to take advantage of this opportunity
to get rid of their old tires at no cost. Used tires can be brought to a central location where they are
counted and loaded onto an 18 wheeler and taken to a recycling plant in San Antonio by Safe Tire
Disposal Corp. of Texas. To date, the City has collected and recycled 18,235 tires.
VI. Procurement of Recycled Products
Goal: To encourage and assist City departments in the purchasing of recycled materials, supplies
and equipment.
Description: The City of San Marcos encourages the use of recycled products in a variety of
projects. A major source of recycled materials is the use of a street milling machine in street
reconstruction and repair, a process where existing pavement is ground up and reused as base
material. This process reduces the need to purchase additional base. In addition, many printing
projects, including the City's annual "Report to the Citizens" and other brochures and flyers are
printed on recycled materials. The Purchasing Department is implementing a policy encouraging
all departments to purchase recycled and remanufactured goods when possible, including paper
stocks, remanufactured, reprocessed and recycled materials, non-disposable products, and goods
that meet EP A recycling guidelines, such as building insulation materials, lubricating oils, retread
tires, paper and paper products.
