The remaining
chips are utilized in our composting material used to fertilize our recreation fields. Last year
approximately 418 cubic yards of wood chips were diverted from the landfill.
A Christmas Tree Recycling Program is offered each year for residents seeking a way to recycle
their discarded Christmas trees. The program is sponsored by the Parks and Recreation
Department. Citizens are allowed to bring their Christmas trees to a central drop-off area anytime
from December 26 through January 9. The discarded trees are chipped into mulch which is
available to the public for home use. Last year over 1,800 Christmas trees were collected and
chipped into mulch.
The City is investigating the separate collection of all yard waste on a regular basis. All yard
waste collected will be dropped off at our central composting site. The target date for
implementation is.August 1997.
Sludge Disposal
The City is in the construction phase of a new waste water treatment plant. The treatment plant is
designed to produce a Class-A sludge which is a high grade fertilizer that can be applied directly to
our parks and recreational sport fields. Agricultural use of the material is also being considered.
The new treatment plant, at capacity, will produce 7.2 dry tons of sludge per day. This equates to
7.2 dry tons per day of sludge being diverted from the landfill. Target date for completion is in
mid-1998.
ill. Work Place Recycling
Goal: To achieve a diversion of 50% of waste volumes in the public and private sector by
encouraging workplace recycling.
Description: The City of San Marcos implemented a work place recycling program in City
offices in January 1996. The program is coordinated by Green Guy Recycling, a local pri vate
recycling program, which provides a collection box for recyclable material in every office and
work area. Large collection containers are strategically located within all City facilities for easy
access to empty the smaller collection boxes when filled. Items collected include white office
paper, colored office paper, computer paper, old newspapers, magazines and corrugated
cardboard. Based on totals given us by Green Guy Recycling, The City's work place recycling
program is averaging approximately 1.2 tons of paper material being recycled each month.
The City's Public Works Equipment Services Department, which maintains the entire City fleet of
vehicles and equipment, recycles all used motor oil , antifreeze, batteries, and tires. In 'the past
year, 520 tires, 1,194 pounds of cleaning solvent, 1,000 gallons of used oil, and 4 barrels (55
gal.) of oil filters have been recycled. The totals for motor oil recycled do not include light trucks
and vehicles which make up approximately 75 percent of the City fleet. Normal oil change
maintenance of these vehicles is contracted out to a private company. The company, which holds
the contract for this service, recycles all used motor oil and filters.
The City of San Marcos supports the Green Guy Recycling Program which provides workplace
recycling services to approximately 50 other businesses in the community.
