The cleanups are one day events <br /> where the City provides dumpsters at a site designated by the Neighborhood Association in the <br /> target neighborhood. The cleanups are restricted to only those residents of the neighborhood. City <br /> workers and volunteers staff the central dumping site to insure that all waste is disposed of in an <br /> orderly fashion. Particular attention is given to waste that can be recycled. <br /> The success of the program can be measured quantitatively. To date, nineteen 40- yard dumpsters, <br /> three 30-yard dumpsters, and 20 truckloads of recyclables have been collected as a result of the <br /> four cleanups. <br /> ll. Management of Residential Yard Trimmings <br /> A. Source Reduction: "Don't Bag It Program" <br /> Goal: To implement a "Don't Bag It" lawn care program. <br /> Description: The City promotes mulching, backyard composting, and planting xeriscape <br /> gardens that utilize native plants as efficient methods to deal with yard waste. The City currently <br /> distributes an estimated 12,000 how-to guides and brochures, provides inforlnation displays in all <br /> City facilities, and conducts public demonstrations classes to educate the public on the impact <br /> composting and xeriscaping have on recycling and water conservation. Currently the Public <br /> Works Department is working with the City Horticulturist in the City's Parks and Recreation <br /> Department to develop a community-wide "Don't Bag It" program in concert with a "Water Smart" <br /> program to encourage water conservation along with backyard composting. These programs are <br /> working in conjunction with the County Extension programs. A demonstration xeriscape garden <br /> has been developed at the Old Fish Hatchery Community Building. <br /> B. Backyard Composting <br /> Goal: To encourage backyard composting. <br /> Description: The City of San Marcos hired a City horticulturist two years ago to train City <br /> workers on best horticultural practices in the maintenance of City grounds, rights-of-way and <br /> parks and to assist with demonstration projects such as xeriscape gardens in public park areas. <br /> Through this program and public education programs on gardening, yard maintenance and <br /> composting, the City promotes home composting. <br /> C . Centralized Community Composting and Beneficial Uses of Yard' <br /> Trimmings <br /> Goal: To establish a separate collection program of yard waste for composting and mulching, <br /> Description: The City's Electric Utility Department, Public Works Department, and Parks and <br /> Recreation Department trim trees on a year-round basis. To divert all trimmings from being <br /> landfilled, the City has developed a composting program. All tree trimmings are brought to a <br /> central location where the limbs and trees are chipped into mulch. A majority of the mulch is <br />
