~ 9lfß
Clean Cities 2000 Application
Page 2
Description: The City of San Marcos has offered a curb-side recycling program since December
1992. In conjunction with the Clean Texas 2000 Program, our goal is to recover 50% of the
targeted materials from residential recycling. Curb-side recycling is provided to over 4,688 single
family residences on a weekly basis. Items currently collected for recycling includes newspaper
I with inserts, magazines, clear and cloudy plastic bottles and milk jugs, tin and aluminum cans,
! glass food and beverage containers of all colors, and used motor oil.
In the last year, the City's curb-side recycling participation rate averaged 34 percent. Citizen
recycling efforts diverted approximately 1,073.38 tons or 15.5 percent of waste from being
landfilled.
Community-wide recycling
The City's curb-side recycling program provides a convenient way for residents to recycle. Efforts
are made on a continuous basis, through newspaper articles and brochures, to encourage residents
to take advantage of such a convenient program designed to make recycling easy. Our curbside
recycling contract provides for a continuing public education campaign to encourage participation
in the program. SWT operates its own recycling programs. The City of San Marcos has
contracted with Green Guy Recycling, a privately owned local company, to provide workplace
recycling for City offices through the Green Guy drop-off center. Green Guy provides multi-
family residents and commercial entities who are not included in the curb-side program, a .
convenient recycling drop-off center. Total of items collected for recycling are as follows:
Green Guy Recycling Totals
Commodity 1995 1996
Paper 532.5 tons 1,017.4 tons
Metals 81.4 tons 200.3 tons
- Plastics 53.2 tons 51.1 tons
:
Glass 16.7 tons 101.8 tons
Other:
Tires 1,349 4,417 tires
Oil 332.5 gallons 2,500 gallons
Oil Filters 5 barrels (55 gallon) 2,200 filters
Neighborhood Cleanups
The City of San Marcos initiated Neighborhood Cleanup Projects in early 1996 for residents to
dispose of solid waste accumulations at their homes and in their yards and to provide educational
information about year-round residential solid waste disposal and recycling. The neighborhood
cleanups are an on-going program designed to provide an option for residents to dispose of solid
waste and as a means to foster neighborhood pride. Neighborhood Associations must initiate the
request for a clean up and pledge volunteers to assist in the effort. Four neighborhoods have
participated in the program to date, and three more are planning to hold cleanups in the Spring of
1997.
Six City departments (Planning, Public Works, Parks and Recreation, Police, Environmental
