1.2.1 Prior to beginning any of its services in connection with this Project, conduct
observations of ladders, railings, roof rods, and other parts of each structure to determine
safety conditions for Consultant's access to the tank.
1.2.2 Clean the interior of each tank prior to the field evaluation of the tanks.
A. For tanks able to be removed from service:
(1) remove all remaining water from tank after the tank has been drained by the City;
(2) remove remaining sediment for disposal by the City;
(3) pressure wash the lower shell of the tank; and
(4) disinfect tank in accordance with AWWA C652-92, Method Three.
B. For tanks unable to be removed from service perform the cleaning while diving the
tank, Consultant's divers will use only enclosed dry diving suits and full face gear.
Consultant will use equipment appropriate for potable water use only and which will be
disinfected prior to entry into the tank. Consultant will use caution during cleaning
operations under this scenario so that turbidity in the water entering the City's water
distribution system is minimized. Consultant will direct accumulated water and debris to
a Jocation designated by the City.
1.3 TASK 2-FIELD EVALUATION
The Consultant will provide at least two technicians to perform an on-site field evaluation
to determine the condition of each tank. The evaluation will include the careful study of
each tank's interior, exterior, visible foundation, and accessories, the roof and other
structural members of the tank, a coatings evaluation and a safety and sanitary evaluation
as follows:
1.3.1 Take measurements of the tank member sizes and tank accessories.
1.3.2 Take measurements of metal loss.
1.3.3 Take coating samples to determine coating type and lead and chromium content.
1.3.4 Take coating adhesion and coating thickness measurements.
1.3.5 Take ultrasonic steel thickness measurements.
1.3.6 Note sanitary deficiencies.
1.3.7 Note any areas of noncompliance with Texas Natural Resources Conservation
Commission (TNRCC) Regulations.
1.3.8 Note safety deficiencies.
2
