<br />1.3.9 Note structural deficiencies due to deterioration. <br />1.3.10 Note any irregularities or unusual circumstances. <br />1.3.11 Take photographs to document the condition of each tank. <br />1.3.12 Identify tank irregularities to be further analyzed by Consultant. <br />1.3.13 Take ultrasonic steel thickness measurements so that deviations in original <br />thickness can be analyzed for deficiencies by Consultant. <br />1.3.14 Remove three sets of discarded cathodic protection anodes from the bottom of <br />each tank. Removal of any additional anodes will be considered additional services. <br />Tanks removed from service during the field evaluation, will be off-line for no more than two <br />calendar days. In an emergency, the Consultant will work closely with the City to restore <br />the tank to on-line status. <br />1.4 TASK 3 - EVALUATION REPORT <br />1.4.1 For Spring Lake, Crawford, Franklin and McCarty Oaks tanks, the Consultant will <br />prepare and submit a certified, sealed engineering report in narrative form outlining <br />Consultant's observations and recommendations to the City regarding the condition of <br />each tank to include the following: <br />A. Observations: Dimensions of the tank and accessories as well as a narrative describing <br />the condition of each part of each tank. The Consultant will address sanitary, safety, <br />structural, and TNRCC requirement deficiencies found as well as the coating condition. <br />B. Recommendations: Repairs and modifications required to bring the tank into <br />compliance with present AWWA, OSHA and TNRCC standards and regulations. The <br />Consultant will make coating recommendations as well as timing of the necessary coating <br />repairs. Consultant will provide alternative methods of repairs, modifications, and painting. <br />Advantages and disadvantages of alternative measures will be provided so that the City <br />can make informed decisions regarding short- term and long-term tank maintenance. <br />C. Economic Factors: Budget estimates for all repairs, modifications and painting <br />requirements outlined in the recommendations section of the report. Consultant will <br />prioritize repairs and repainting options. Consultant will provide the expected life of the <br />tank (with and without repairs and maintenance) and the replacement cost of the tank for <br />cost comparison purposes. The Consultant will also address, as required, an estimated <br />cost of evaluation services during the repair work. <br />D. Photographs: Approximately 45 to 75 photographs will be included in this section of <br />each report depending upon the type and condition of the tank. Consultant will individually <br /> 3 <br />
