2.13 Supply water with a standard garden hose connection within 50 feet of the base of the tanks. 2.14 Remove and dispose of sludge and debris removed from the Franklin tank. 2.15 Purge all sludge and debris removed from the Crawford tank during the washout and deposited down the inlet/outlet pipe. 2.16 Give prompt written notice to Consultant whenever City observes or otherwise becomes aware of any development that affects the scope or timing of Consultant's services. 2.17 Bear all costs incident to this Article. ARTICLE 3 PAYMENTS TO THE CONSULTANT 3.1 PAYMENTS ON ACCOUNT OF BASIC SERVICES 3.1.1 Payments for Basic Services will be made to Consultant monthly following receipt by City of Consultant's invoices in accordance with the amounts specified in Section 11.2 of this Agreement. 3.2 PAYMENTS ON ACCOUNT OF ADDITIONAL SERVICES 3.2.1 Payments on account of the Consultant's Additional Services as defined in Section 1.3 will be made monthly upon City's receipt of a copy of the executed Authorization of Change in Services Form and Consultant's statement of services rendered or expenses incurred, less any disputed amounts, pending resolution thereof. Invoice amounts will be based on a fixed fee negotiated for each additional service. ARTICLE 4 CONSULTANT'S RECORDS 4.1 All expense records of Consultant will be kept on a recognized accounting basis acceptable to the City and will be available to the City or the City's authorized representative at mutually convenient times. 4.2 The City, its auditors and federal and state agencies that have monitoring or auditing responsibilities for the Project will have access to any books, documents, papers and records of the Consultant which are directly pertinent to this Project for the purpose of making audit, examination, excerpts, copying and transcriptions. 4.3 The Consultant will furnish to the City at such time and in such form as the City may 7
