<br /> '1bJ: <br /> Page 7 <br /> January 11, 1996 <br /> (f) To prescribe the form of accounts kept by each such utility; provided, that if the <br /> <br /> utility shall keep its accounts in accordance 'v'v'ith the uniform system of accounts for <br /> --- said utility' prescribed by the National Association of Railroad and Public Utility <br /> Commissioners, the Federal rO'NÐr Commission, the Federal Communications <br /> Commission, or the Railroad Commission of Texas, their successof, Of succcssors, <br /> this shall be deemed sufficient compliance 'vvith this paragraph. <br /> Sec. 11.08. Public utilities sen.-ice corporations to file annual reports. <br /> <br /> It shall.b~ the duty of the city council to pass an ordinance requiring each aH-public <br /> utility ser.-ice corporations operating within the corporate limits of the city to file a <br /> sworn annual report of the receipts from the operation of the utility said business for <br /> the current year, how expended, how much thereof for betterments or <br /> improvements, the rate of tolls or charges for services rendered to the public, and <br /> any other facts or information that the council may deem pertinent for its use in <br /> intelligently passing upon any questions that may arise between the city and the <br /> s-aiè public utility seNice corporations; the s-aiè reports to be filed with the city efeffl <br /> secretary, and preserved for the use of the city council. Such reports shall be <br /> reviewed annually by the council to determine the propriety of the rates being <br /> charged. <br /> These changes are to update and clarify current provisions, delete unnecessary detail, and <br /> provide uniform terminology ("public utility") throughout the Charter. <br /> 12. Amend Section 11.11 as follows: <br /> Sec. 11.11. Regulation of city owned utilities. <br /> The council has authority to supervise and regulate the operations of city owned <br /> utilities, including the following: <br /> (a) To establish the rates, terms and conditions for the sale of utilitY services. <br /> (b) To prescribe rules and standards for the construction, extension, maintenance <br /> and operation of production, transmission and distribution facilities. <br /> The Council may exercise this authority itself, or it may delegate all or part of the <br /> authority to a board of citizens to oversee one or more of the city's utilities. <br />
