<br /> ~~C!-- <br /> -4- <br /> MEASURE NO.9 <br /> SHALL THE LAST SENTENCE OF SECTION 9.01 OF THE CITY CHARTER <br /> BE AMENDED TO READ AS FOLLOWS: <br /> In no event, however, shall revenue bonds be considered a general <br /> indebtedness of the city nor repaid with funds secured by taxation. <br /> MEASURE NO. 10 <br /> SHALL SECTION 11.01, SECTION 11.07(d) AND (f), AND SECTION 11.08 OF <br /> THE CITY CHARTER BE AMENDED TO READ AS FOLLOWS: <br /> . . <br /> Sec. 11.01. Powers of the city council. <br /> The city council has the following powers regarding public utilities of every <br /> character operating in the city: <br /> (1) To buy, condemn, construct, lease, maintain and operate public utility <br /> systems in the city; ~ <br /> (2) To sell, manufacture and distribute the services and output of city public <br /> utility systems; <br /> (3) To prohibit the use of city streets, alleys, easements or other grounds by <br /> a public utility unless the utility first obtains a franchise in accordance with this <br /> article; and <br /> (4) To regulate public utilities in the interest of public health, welfare and <br /> safety. <br /> Sec. 11.07. Right of regulation. . <br /> (d) To impose regulations to ensure safe, efficient and continuous service to <br /> the public, <br /> (f) To prescribe the form of accounts kept by each such utility. <br /> Sec. 11.08. Public utilities to file annual reports. <br /> It shall be the duty of the city council to pass an ordinance requiring each <br /> public utility operating within the corporate limits of the city to file a sworn <br /> annual report of the receipts from the operation of the utility for the current <br /> year, how expended, how much thereof for betterments or improvements, the <br /> rate of tolls or charges for services rendered to the public, and any other facts <br /> or information that the council may deem pertinent for its use in intelligently <br /> passing upon any questions that may arise between the city and the public <br /> utility; the reports to be filed with the city secretary, and preserved for the use <br /> of the city council. Such reports shall be reviewed annually by the council to <br /> determine the propriety of the rates being charged. <br /> MEASURE NO. 11 <br /> SHALL SECTION 11.11 OF THE CITY CHARTER BE AMENDED TO READ <br /> AS FOLLOWS: <br /> Sec. 11,11. Regulation of city owned utilities. <br />
