The second application <br />requests the right to use unappropriated water from the San Marcos River as well as return flows <br />which result from the use of surface water. Under both TNRCC applicati~ns, San Marcos' <br />treated wastewater would be utilized to meet the long term municipal water needs of the City, <br />í and thereby contribute to the effort to protect San Marcos Spring flows. <br />I <br /> <br />7.0 IMPLEMENTATION At'TD ENFORCEMENT OF THE \VATER <br />CONSERVATION PLAt,\[ <br /> <br />The City Manager is responsible for ensuring implementation and enforcement of the San <br />Marcos Water Conservation Plan, as adopted by the San Marcos City Council (see Appendix <br />D)? - - <br /> <br /> <br /> <br />. <br />8.0 EMERGENCY \V A TER DEMAND MANAGEMENT PLAN <br />Droughts and other uncontrollable circumstances can disrupt the normal availability of <br />water supplies from either ground or surface sources. During drought periods, consumer demand <br />is typically 15 to 25 percent higher than under normal conditions. Limitations on the supply of <br />either ground or surface water, or on facilities to pump, treat, store, or distribute water can also <br />present a public water supply utility with an emergency demand management situation. The San <br />r- <br />! Marcos Emergency Water Demand Management Plan was established in 1991 a¡ld revised by the <br />: <br />San Marcos City Council on June 13, 1994, and is .referred to as "City of San Marcos Water <br />Conservation Plan". The Plan is consistent with water conservation guidelines established by the <br />Edwards Underground Water District, and although the trigger levels are expressed in terms of <br />Edwards Aquifer levels at San Antonio index well J-17, the water dema.Tld reduction measures <br />are applicable to both the groundwater and surface water components of supply.
