In the meantime, the CÍLy's exisï:ing ordinance <br /> (1994-46) is the most appropriate for the immediate future.J <br /> The San Marcos Emergency Water Demand Management Plan identifies the following <br /> five stages of concern: 1) Stage I - Aquifer Awareness; 2) Stage II - Aquifer Watch; 3) Stage III <br /> - Aquifer Alert; 4) Stage IV - Aquifer Risk; and, 5) Stage V - Aquifer Emergency, and <br /> establishes methods designed to be used as long as the drought or other emergency exists. The <br /> Plan includes the follovling elements: <br /> 1. Trigger conditions signaling the stan of an emergency period; <br /> 2. Demand reduction measures; <br /> ., Informai:Ìon and education; <br /> .J. <br /> 4. Penalties for violations; and <br /> 5. Emergency conservation water rates. <br /> The specific trigger levels, reduction goals, information and education actions, penalties, and <br /> demand reduction measures for each emergency \vater demand management stage are listed in <br /> - - <br /> Appendix E. Implementaï:ion and termination procedures are addressed in Section 10.0. <br /> . <br /> 9.0 EMERGENCY \VATER DEIVL.;.ND MANA G EMENT Ii\"F 0 RiHA TION <br /> PROGR~ì\I <br /> The City of San Ì\'farcos' City Manager vI/ill maintain in a current condition information <br /> about the City's water supplies, including ,vater levels of Edwards Aquifer Index Wells, and <br /> shall make this information available as appropriäte. When Aquifer index wells, and any other <br /> informaï:ion aboUi: quantities of supply reach trigger levels, as specified in Stages I through V of <br /> the Emergency Water Demand Management Plan (Section 8.0), the full range of information, <br /> goals, demand reduction measures, and penalties for each respective stage, as stated in the plan, <br /> will be communicated to the San Marcos \Vater customers. The means of communication \vill be <br /> by public announcements in newspapers, radio and TV, and printed bulletins which will be <br /> posted at City Hall and, when warranted, will be either mailed or hand delivered to water <br /> customers. <br /> ; See definitions at end of Section 7.0. <br /> 9 <br />
