<br /> 7(L <br /> 10.0 MEANS OF IMPLEìVlENT A TION- AND ENFORCE:.\IE;:\T OF THE <br /> EMERGENCY \VATER DEì\L\ND l\:L\NAGEMENT PLAN <br /> San Marcos City Ordinance 1994-46 provides the authority ìàr implementation and <br /> enforcement of the Emergency \Vater Demand Management Plan. The Ordinance specifies that <br /> the Mayor or City Manager is authorized to implement each stage of the (emergency \vater <br /> demand management) water conservation plan as the respective trigger levels are reached. The <br /> .- ordinance specifies that the order to implement or terminate each respective stage "shall be made <br /> by public announcement and shall be published at least one (1) time in a newspaper of general <br /> circulation in the city." (See Appendix B.) <br /> In accordance with the provisions of San Marcos City Ordinance 1994-46, the City <br /> Manager (or in hislher absence, the Mayor) shall implement, enforce, and terminate the <br /> Emergency Water Demand Management Plan as set ìàrth in Section 8.0. Emergency Water <br /> Demand Management orders of the CiLy Manager and/or City Council will be enlàrced by the <br /> - - <br /> San Ì\.farcos Police Department and Municipal Court, as appropriate.
