Essential and Utility Use: (YOLUNT AR Y) <br /> 1) Fire fighting: No restrictions. <br /> 2) Medical use by health care facilities: no restrictions. <br /> 3) Water utility use: <br /> a) Reduction of average system pressure to 60 psi is recommended. <br /> b) Leak detection and system repairs are recommended. <br /> c) Stabilizing and equalizing system pressure are recommended. <br /> d) Sevier line flushing is prohibited except for emergencies. <br /> e) Fire hydrant flushing is prohibited excépt for emergencies. <br /> f) Power production use: reduction ot \vater use for po\ver <br /> production is recommended. <br /> STAGE V: AQUIFER EMERGENCY <br /> <br /> 1. Trigger level: Water quality degradation in public supply wells in Edwards Aquifer <br /> District regardless of other trigger levels. <br /> 2. Reduction goal to be determined by the Edwards Underground Water District to protect <br /> human health, safety and livestock \vatering. <br /> i <br /> I 3. Penalty for violations of Stage 5 demand reduction measures: $100 to $2,000 per day <br /> 1 <br /> I fine for each violation. <br /> IMPLEMENT A TION AND ENFORCEMENT <br /> The City Manager, or the Mayor, shall implement, enforce, and terminate the Emergency <br /> \Vater Demand Management Plan. Emergency Water Demand Management orders will be <br /> enforced by the San Marcos Police Department and Municipal Court, as appropriate.
