This \Vater Conservation and Emergency \Vater <br /> Demand Management Plan will apply to the City's retail and emergency cust.omers, and if the <br /> City contracts to sell water to other utilities, such contracts will require that the respective <br /> customer utilities have a Texas Water Development Board or Texas Natural Resource <br /> Conservation Commission approved Water Conservation and Emergency Water Demand <br /> Management Plan, or in the absence of an approved plan to comply with the San Marcos Plan. <br /> . ' <br /> In 1995, the estimated population served by the San Marcos Public Water System is <br /> about 43,000, of which 32,000 are pennanent residents, 8,000 are Southv/est Texas State <br /> University students who reside in the city during the school yea! - (mid-August through mid- <br /> May), and 3,000 are Gary Job Corps students and faculty. ' The projected population of the <br /> i <br /> service area, in 2045 is 93,400 of which 77,000 are pennanent residents, 13,000 are Southwest <br /> Texas State University students who will reside in the City during the school year, and 3,000 are <br /> Gary Job Corps students and faculty. <br /> 3.0 \VATER CONSERVATION GOALS <br /> The City of San Marcos will continue existing water conservation policies and increase <br /> its emphasis on water conservation measures in order to reduce by the year 2010, dry year capita <br /> water use by 15 percent from 210 gallons per person per day to 178 gallons per person per day. <br /> These efforts are required in order to ensure existing supplies will be sufficient to meet the needs <br /> of the City as its population increases (see Appendix A, Utility Survey, page 9). The specifIc <br /> water conservation goals are as follows: <br /> . Continue the distribution of water conservation infonnation to the citizens of San <br /> Marcos; <br /> . Continue the present incentive (rebates) program to encourage the replacement of <br /> plumbing fIxtures with low flush commodes and low flow shower heads in residences <br /> and commercial establishments; <br /> . Continue demonstration and publicity of xeriscape landscaping and the use of native <br /> plants and grasses to reduce la\'ln water demands; <br /> ., <br /> .) <br />
