7/f-
the San Marcos system for emergencies, and in cases when the University's system is inadequate
or inoperable. The City also supplies some fIre protection to the Southwest Texas State
University Campus, and has a contract with the Elim Water Supply Corporation to supply Elim
WSC with water during emergencies. The City provides retail water and wastewater services to
customers 'within its northern service area. This \Vater Conservation and Emergency \Vater
Demand Management Plan will apply to the City's retail and emergency cust.omers, and if the
City contracts to sell water to other utilities, such contracts will require that the respective
customer utilities have a Texas Water Development Board or Texas Natural Resource
Conservation Commission approved Water Conservation and Emergency Water Demand
Management Plan, or in the absence of an approved plan to comply with the San Marcos Plan.
. '
In 1995, the estimated population served by the San Marcos Public Water System is
about 43,000, of which 32,000 are pennanent residents, 8,000 are Southv/est Texas State
University students who reside in the city during the school yea! - (mid-August through mid-
May), and 3,000 are Gary Job Corps students and faculty. ' The projected population of the
i
service area, in 2045 is 93,400 of which 77,000 are pennanent residents, 13,000 are Southwest
Texas State University students who will reside in the City during the school year, and 3,000 are
Gary Job Corps students and faculty.
3.0 \VATER CONSERVATION GOALS
The City of San Marcos will continue existing water conservation policies and increase
its emphasis on water conservation measures in order to reduce by the year 2010, dry year capita
water use by 15 percent from 210 gallons per person per day to 178 gallons per person per day.
These efforts are required in order to ensure existing supplies will be sufficient to meet the needs
of the City as its population increases (see Appendix A, Utility Survey, page 9). The specifIc
water conservation goals are as follows:
. Continue the distribution of water conservation infonnation to the citizens of San
Marcos;
. Continue the present incentive (rebates) program to encourage the replacement of
plumbing fIxtures with low flush commodes and low flow shower heads in residences
and commercial establishments;
. Continue demonstration and publicity of xeriscape landscaping and the use of native
plants and grasses to reduce la\'ln water demands;
.,
.)
