J-{f <br /> Environmental Assessment - <br /> General Information: <br /> Project Sponsor: City of San Marcos <br /> Project Title: San Marcos Activity Center Racquetball Courts <br /> Prepared By: <br /> Chip Wood <br /> Biologist <br /> Parks and Recreation Department <br /> Description of the Site and Environment: <br /> The San Marcos Activity Center is located in a highly urbanized section of the City of <br /> San Marcos. The project site is on a 5.5 acre lot currently owned by the City of San <br /> Marcos and designated for recreational use. Facilities currently located on the site or <br /> under construction are the new public library, Activity Center and National Guard <br /> Armory. The proposed project will provide funds for the completion of a 308 sq. yard. <br /> indoor racquetball facility in the new Activity Center. The surrounding ;nvironment is <br /> composed primarily of manicured recreational fields. Adjacent to the project site are <br /> residential areas, business and government offices, Southwest Texas State University, <br /> park lands and the San Marcos River. The facility will utilize existing underground lines <br /> for water, sewer and electric utilities. <br /> The project site is located in a diverse area \vith easy access for the citizens of San <br /> Marcos. The West and Southwest side of the project are adjacent to City Park and <br /> Southwest Texas State University. Access from this side of the project is provided by <br /> the Hike and bike trail system and Bobcat Dr.. Th~ North and South sides of the project <br /> are connected to the business districts of San Marcos by Hopkins St.. The East side of <br /> the project connects minority owned and occupied housing by road and trail access to the <br /> facilities. <br /> The proposed project site has little \vildlife habitat present and only species adapted to <br /> urban existence have been identified. Soils types at the project site are Oakalla silty clay <br /> loam (Oa) and Okalla Soil (Ok) as reported by the U.S.D.A. Soil Conservation Service. <br /> The project site is located in the 500 year floodplain. Average annual rainfall is <br /> approximately 33 inches, \vith the heaviest rains occurring in late spring. Adjacent to the <br /> Activity Center, Library and National Guard Armory are several large storm drain <br /> retention ponds to accommodate run off from impervious ground cover at the site and <br /> surrounding region. <br />
