<br /> ..,.., {JIIZ <br /> 6. Transportation and Access: - <br /> Access to the site is facilitated by it's location on Hopkins St. and connecting hike <br /> and bike trails. In addition the public transit system will provide access from more <br /> distant residential areas of San Marcos. <br /> 7. Consumption of Energy Resources: <br /> Limited use of energy resources will be needed in the construction of the racquetball <br /> facilities. In addition some energy resources will be consumed by the public <br /> transportation system services. <br /> 8. Socio-economic Effects: <br /> The construction of recreational facilities for the rapidly growing population in San <br /> Marcos is of great importance. The construction of this facility will provide services <br /> to a wide variety of individuals. The project will allow low income and minority <br /> groups the opportunity to have access to an exceptional recreation experience at a <br /> minimal expense. In addition the construction of such facilities will provide at risk <br /> youth programs with badly needed resources to help the youth of San Marcos. <br /> l\r1itigating Measures for Adverse Impacts: <br /> The completion of the indoor racquetball facilities are not expected to n~gatively impact <br /> the surrounding environment or local community. Since no adverse impacts are <br /> anticipated, no mitigation measures have been explored. <br /> Unavoidable Adverse Impacts: <br /> The only potential impact from the project would be on local air quality due to increased <br /> traffic along Hopkins St.. This impact is unavoidable and minimal when compared to the <br /> benefits of this project. <br /> Alternatives to the Proposed Action: <br /> In considering this project only two alternatives were considered. The first plan <br /> considered was a to construct the external shell and finish the racquetball courts as funds <br /> became available (No Action). If this plan was selected, greatly needed recreational <br /> facilities would be denied to the citizens of San Marcos. We select the alternative 'plan to <br /> finish the racquetball facilities in the San Marcos Activity Center. <br />
