<br /> fj'oP <br /> THE MINUTES OF THE PUBLIC HEARING <br /> ON JUNE 5, 1996 FOR THE FY 1996 <br /> COMMUNITY DEVELOPMENT BLOCK GRAt"IT (CDBG) <br /> STAFF PRESENT: Larry Gilley, City Manager <br /> Laura Huffman, Assistant City Manager <br /> Ron Patterson, Director of Planning and Development <br /> Ross Frie, Chief Long Range Planner <br /> Stacye Higgins, <br /> OTHERS PRESENT: Ron Jager, Marie Jager, Joe Gonzales, Henry Cruz and Ruben Garza. <br /> Ron Patterson addressed those present regarding the purpose of the Public Hearings and gave a general <br /> background on the Community Development Block Grant Program- Mr. Patterson noted for the record that a <br /> second Public Hearing \vas to be held at 715 Valley Street at the Mitchell Opportunity Center on Thursday, <br /> June 6 at 7:00pm. <br /> Ron Jager, resident at626 W. San Antonio Street, spoke during the public hearing. Mr. Jager stated that he <br /> felt funding should be supplied to the old First Christian Church building for renovations, enabling the church <br /> to be used as a Senior's Center. Mr Jager stated that this request meet 1\...-0 out of the three national objective <br /> for CDBG funding, and that along \"ith Public Facilities and Services, the renovation would also meet the <br /> Historic Preservation category. <br /> Joe Gonzales, resident at 416 McKie Street, spoke during the public hearing. Mr. Gonzales stated thàt there <br /> is an extensive drainage problem on the south side of town. Mr- Gonzales represented the East Guadalupe <br /> Neighborhood - San Marcos Neighborhood Association. Mr. Gonzales requested that part of the CDBG <br /> funding be used in the East Guadalupe area to correct the drainage and trash problems, Mr. Gonzales also <br /> noted that there are several empty lots in the East Guadalupe area that are filled with trash and are filled with <br /> mosquitos as well as other health hazards. Mr. Gonzales requested that a portion of the funding be used to <br /> help clean up this area. <br /> Henry S. Cruz, resident at 1130 Invasion Street, spoke during the public hearing. Mr. Cruz stated that there <br /> is a need for curb and gutters in the Victory Gardens area as well as improved drainage. Mr. Cruz <br /> complained of rats and an abundance of insects from empty lots filled with trash. Mr. Cruz stated that this <br /> entire area is in need of curbs, particularly Rodriguez Street. . <br /> Ruben Garza, resident at 1303 Columbia, spoke during the public hearing on behalf of himself and South <br /> side Community Center. Mr. Garza stated that he felt Social Senice agencies in this city \vere in need of <br /> money. Mr. Garza noted several areas (Victory Gardens, Mill Addition and Victory Gardens II) in desperate <br /> need of curbs, sidev.ialks, drainage correction and overall neighborhood clean-up. <br /> Mr. Patterson thanked those present for attending and speaking at the public hearing. Larry Gille.y responded <br /> to statements and questions raised during the public hearing. No one else spoke. The Public Hearing was <br /> closed at lO:OOpm. <br />
