<br /> Ron Patterson addressed those present regarding the purpose of the Public Hearings and gave a
<br /> general background on the Community Development Block Grant Program. Mr. Patterson
<br /> introduced staff and Council Members to citizens present.

<br /> Rose Brooks, resident of Sunset Acres neighborhood, spoke during the public hearing, Ms.
<br /> Brooks stated that her neighborhood has a severe graffiti problem- Ms. Brooks noted that her
<br /> neighborhood is across ITom both a high school and a junior high, and that she felt this graffiti,
<br /> related to gang activity, created a danger for the children attending school.
<br /> Frank Arrendando, representative of Community Action Inc., spoke during the public hearing.
<br /> Mr. Arrendando stated that he does not feel this money should be spent on i.nfTastructure, but on
<br /> the need for social services in this community. Mr. Arrendando noted that there is a need in the
<br /> C.D. Wallace, Rio Vista and Victory Gardens areas for low income housing.
<br /> AI Brieger, representative of the Senior Citizen's Task Force, spoke during the public hearing.
<br /> Mr. Brieger reported to those present the majority of the findings of this task force that will be
<br /> presented to Council on June 24. J\tfr. Brieger noted a need for a Senior Citizen's activity center,
<br /> as well as other services for senior citizens.
<br /> Rob Robinson, representative of the Downtown Association, spoke during the public 'hearing.
<br /> Mr. Robinson stated that the downtown area is in poor physical condition. Mr- Robinson also
<br /> noted that the downtown sidewalks are in special need of repair. Mr. Robinson inquired about
<br /> extending the trash service for the downtown area in order to keep the square clean and
<br /> presentable for tourists.
<br /> Lupe Carbajal, business owner in the Downtown District, spoke during the public hearing. Mr.
<br /> Carbajal noted that the streets and sidewalks in the downtown area are in need of repair. Mr,
