251. <br />Regular Meeting July 23, 2003 Page 2 <br /> <br />to speak regarding the modular home, which was placed at 707 Conway. He <br />lives across the street from the modular home, and he encouraged the <br />Council to move this modular home out of his neighborhood. 3) Kurtis <br />Crockett stated he wished to speak regarding the modular home, which was <br />placed at 707 Conway. He stated he lives next door to the modular home. <br />He called the City when this modular home was moved in, and the Planning <br />Department told him the modular home was permissible in this neighborhood <br />location. He stated he wants this modular home out of his neighborhood. <br />4) Juanita Vargas stated she wished to speak regarding the modular home, <br />which was placed at 707 Conway. She stated she watched this modular home <br />being rolled into the neighborhood and immediately was concerned about the <br />deed restrictions. She encouraged the Council to have this modular home <br />removed. 5) Tom Rowe stated he wished to speak regarding Aquarena Springs <br />Drive. He stated Aquarena Springs Drive was extended to River Road, and <br />he feels this extension has become a safety issue. He stated there are no <br />signs indicating an intersection, the view is blocked by trees and there <br />are no bike lanes. 6) James Molnoskey stated he wished to speak regarding <br />the modular home, which was placed at 707 Conway. He thanked all ]lis <br />neighbors for attending this meeting and the Council Members who came out <br />to see the modular home. He passed out pictures of 707 Conway. He stated <br />he feels the deed restrictions should have protected his neighborhood. He <br />also stated he feels the City has made a mistake and should stop the <br />process of allowing modular homes into restricted neighborhoods. 7) Lupe <br />Costilla stated she wished to speak regarding the modular home, which was <br />placed at 707 Conway. She stated she has received several phone calls and <br />has also been on the phone to get additional information. She stated she <br />has been told this issue cannot be reversed and could happen everywhere in <br />San Marcos. She stated to stop this from occurring in other <br />neighborhoods, they would have to file a suit. She stated she supports <br />her neighborhood and hopes the City can take care of this issue. 8) Lupe <br />Carbajal stated he is a member of the Downtown Association and wished to <br />speak regarding the Main Street budget. He stated he feels Kelly Franks <br />does a good job as Director of the Main Street Program. He stated Ms. <br />Franks conducts many different jobs including tourism for the City~ and he <br />feels cutting the Main Street budget would be an injustice. 9) Jerry <br />Kimmel stated she is a member of the Arts Commission and wished to speak <br />regarding the Arts Commission budget. She encouraged the Council to not <br />cut the Art Commission budget. She stated the Arts Commission is ~orking <br />on developing more art in the City. She stated the Art Commission would <br />like to have more sculptures along the river. She also stated a <br />Convention Center would be good, but not at the cost of eliminating art. <br />10) Jim Kimmel stated he wished to speak regarding the Arts Commission <br />budget. He encouraged the Council to maintain the full funding for the <br />Arts Commission because this would be investing in San Marcos' future. He <br />stated he feels art brings in tourism. 11) Ruben Becerra stated he wished <br />to speak regarding the Main Street budget. He encouraged the Council to <br />take as little as possible from the Main Street program budget. He stated <br />he feels this program has accomplished alot for the City and feels <br />adequate funding is critical to the future of downtown. <br /> <br /> <br />
