255. <br />Regular Meeting July 23, 2003 Page 6 <br /> <br />INTERSECTION OF BROADWAY STREET AND LOCKWOOD STREET; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE THE AGREEMENT; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Taylor <br />seconded the motion. Mr. Thomaides stated he was in favor of this <br />agreement. He also inquired whether this is similar to the park on Mill <br />Street. Mr. Cobb, Director of Parks and Recreation, stated this property <br />can be developed into a neighborhood park similar to the one the City <br />constructed on Mill Street. He stated agreement includes playground <br />structures, picnic tables, basketball courts and an attractive fence, <br />which will be an asset to the community. The Council then voted <br />unanimously for the adoption of the Resolution. <br /> <br />Mayor Habingreither introduced for consideration Item 15 removed from the <br />consent agenda, adoption of Resolution, the caption which was read as <br />follows: <br /> <br />ARESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AIRPORT PROJECT PARTICIPATION AGREEMENT BETWEEN THE CITY <br />AND THE TEXAS DEPARTMENT OF TRANSPORTATION (~TXDOT") FOR GRANT <br />FUNDING FOR RUNWAY IMPROVEMENTS TO THE SAN MARCOS MUNICIPAL AIRPORT; <br />AUTHORIZING TXDOT TO ACT AS THE CITY'S AGENT IN IMPLEMENTING THE <br />AIRPORT IMPROVEMENTS SPECIFIED UNDER THE GRANT; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE THE AGREEMENT AND RELATED DOCUMENTS ON BEHALF OF <br />THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Resolution and Mr. Taylor seconded <br />the motion. Mr. Taylor asked for an overview of the agreement. Mr. <br />O'Leary stated in February, 2002, the Council approved a grant application <br />with TxDOT/FAA to fund 90% of the costs for repairs and improvements to <br />the airport primary instrument runway. TxDOT Aviation recommended that <br />the water damage areas of the runway be reconstructed and the entire <br />runway surface and supporting taxiway be overlaYed. TxDOT's engineer <br />estimated the cost of the project to be $2,000,000.00, which will actually <br />cost $1,832,610.00. TxDOT has approved the grant funding for the Project. <br />The Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Habingreither introduced a discussion regarding a reciprocal visit <br />to Santiago, Nuevo Leon, Mexico. Ms. Narvaiz stated our Sister City, <br />Santiago, visited San Marcos in June. She inquired whether the Council <br />was interested in visiting Santiago. Mayor Habingreither stated he is <br />interested in going to Santiago and feels the trip should be scheduled <br />when the majority of the Council can go. <br /> <br />Mayor Habingreither introduced a discussion regarding Single-Member <br />Districts. Ms. Narvaiz stated several citizens have requested Council <br />look at geographical representation with regard to Single-Member Districts <br />being placed on the ballot. Mr. Diaz concurred the need for geographical <br />representation. He feels this would help candidates run a campaign in a <br /> <br /> <br />
