Mr. <br />Taylor inquired as to the number of seats, which would be geographical <br />representation, and the number at-large. He stated he was not comfortable <br />with the geographical representation and feels the Council Members should <br />represent the entire City. Mr. Mihalkanin stated this issue has been <br />discussed for the last 10 years. He stated he understands the <br />geographical representation, but shares the same concerns of Mr. Taylor. <br />He stated he feels Single-Member Districts would divide the City and would <br />be reason for individual Council to push for budget items regarding their <br />districts. Mr. Thomaides stated he is undecided on this issue, and feels <br />this should be investigated. He stated he understands both sides and <br />would like some additional information on this issue. Mayor Habingreither <br />asked Mr. Mark Taylor to provide an overview of both pros and cons of <br />Single-Member Districts. Mr. Mark Taylor stated in the past the Charter <br />Review Commission proposed a 3-4 district and the Council chose not to <br />place the proposal on the ballot. Ms. Narvaiz stated she wants a full <br />Council discussion along with the additional information. Mr. Diaz stated <br />he is interested in looking at the City of Lockhart Single-Member <br />Districts. Mr. Mihalkanin stated if the Council is interested in a <br />recommendation, then the Charter Review Commission should be asked to <br />review this issue. The Council asked for a presentation on this issue to <br />be presented at the next Regular Meeting scheduled August 11, 2003. <br /> <br />Mayor Habingreither introduced a discussion regarding emergency <br />reconstruction of manholes at the Main Wastewater Lift Station. Mr. <br />0'Leary stated two manholes at the main wastewater lift station collapsed. <br />He stated gases caused the concrete to disintegrate leaving large cavities <br />eroding the manholes. He also stated these repairs must be completed as <br />soon as possible to restore normal system capacity. <br /> <br />Mayor Habingreither introduced a discussion regarding Economic Development <br />Contracts with San Marcos Area Chamber of Commerce and San Marcos Hispanic <br />Chamber of Commerce. Mayor Habingreither stated with Mr. Boswell <br />resigning and accepting a new job, this leaves the City with several <br />important issues on the plate. He stated he has some long and short-term <br />concerns. Ms. Narvaiz stated she feels the Council needs to decide if <br />they want to pursue other avenues for economic development. Mr. <br />Mihalkanin stated he is in favor of Council passing a supplemental budget <br />for hiring temporary help with a couple of projects. Mayor Habingreither <br />stated he is concerned about the way economic development has functioned <br />and feels they are not as proactive as they should be. Mr. Mihalkanin <br />stated he is in favor of public funds for temporary help for Chamber for a <br />couple a major projects. Mr. Taylor inquired whether a experienced <br />enough person can be located on a temporary basis. Mr. Neighbors, <br />President of the Chamber of Commerce, stated at the meeting next Monday <br />the Economic Development Committee will be discussing putting together a <br />selection committee in the next couple of weeks to locate a new Economic <br />Development Council Director. He stated the Chamber of Commerce has <br />already put together a small tour of the Toyota plant in Princeton. He <br />stated he supports the idea of support staff but would prefer having a <br /> <br /> <br />
