Taylo <br /> City Attorney <br /> SUBJECT: <br /> Award of Contract for Employee Health Insurance and Administrative Services <br /> DATE: June 19, 1996 <br /> The resolution we have prepared for this agenda item authorizes the City Manager and <br /> City Attorney to negotiate interlocal agreements for these servièes with the Texas <br /> Municipal League Group Benefits Risk Pool. This is different from the usual bid award <br /> resolution which authorizes the Purchasing Manager to execute standard City purchasing <br /> documents (a Notice of Award) to form a binding contract. <br /> Since the time the City last purchased health insurance, State purchasing statutes have <br /> changed to require competitive sealed bidding for the purchase of insurance by cities the <br /> size of San Marcos. <br /> Linda Spacek, Cheryl Pantermuehl, and our 'consultants, the Romine Group, have <br /> attempted to adhere to the legal requirements for competitive sealed bidding for these <br /> insurance and administrative services, and the bids submitted reflect a high level of <br /> competition among bidders.
