<br /> 21 <br /> AGREEMENT TO PROVIDE <br /> - <br /> PROFESSIONAL CONSULTING SERVICES FOR <br /> THE CITY OF SAN MARCOS <br /> THIS AGREEMENT, entered into this 23rd day of July , 1996, <br /> and effective immediately by and between David M. Griffith and Associç.tes, Ltd. <br /> (hereinafter called the "Consultant"), and The City of San Marcos, Texas (hereinafter <br />[ called the "City"), \VITNESSETH THAT: <br /> WHEREAS, the City has a need to review and establish the current cost of fees <br /> and charges made by various departments throughout the City, and <br /> WHEREAS, the City desires to engage the Consultant to assist in developing a <br /> study to acco~p'lish the above objective, and <br /> WHEREAS, outside users will pay a fair share of these costs if supported by a <br /> detailed cost analysis, and <br /> \VHEREAS, the Consultant is staffed with personnel knowledgeable and <br /> experienced in the requirements of developing such a revenue producing study for 'the <br /> ~ <br /> City, <br /> NO\V THEREFORE, the parties hereto mutually agree as follows: <br /> 1. Employment of Consultant. The City agrees to engage the Consultant <br /> and the Consultant hereby agrees to perform the following services. <br /> 2. Scope of Services. The Consultant shall do, perform, and carry out in a <br />f - good professional manner the following services: <br />\ I <br /> I <br />, \ Prepare a comprehensive study detailing. the current costs of services <br /> provided to users through fees, rates and service charges. The total cost <br /> of providing services will be determined for the different fees and user <br /> charges throughout the general fund departments of the City. This <br /> costing formula will include City-wide, as well as, departmental <br /> expenses casted down to the specific units of measure. <br /> The work program to provide the User Fee Study for the General Fund <br /> departments is divided into two phases and a total of eight (8) tasks. <br /> The flIst phase is concerned with the development of the Cost of <br /> Services Analysis itself. The second phase is concerned with the <br /> presentation of the results to the Department staff, City officials, and <br /> interested third parties. Following are descriptions of the eight tasks <br /> required for the completion of this study. <br />
