A site <br /> recommendation will be made based on land availability, site access, raw water pipeline routing <br /> considerations, power availability, water quality, and cost to develop the site. <br /> 1.2.13 Evaluate pump station layout alternatives and types of pumps and develop a <br /> recommended pump station layout. Develop a site master plan. <br /> 1.2.14 Address permits for any stream or highway crossings early to insure these. do not create <br /> a delay as well as any archeological or environmental factors that could affect the site. <br /> ,- <br /> ¡ 1.2.15 Prepare and submit a Draft Technical Memorandum for CITY and Project Manager <br /> Review, and a Final Technical Memorandum describing the findings and recommendations. <br /> 1.2.16 If the CITY should decide to withdraw water from either Canyon lake or the Guadalupe <br /> River, the scope of this task will be renegotiated. <br /> Evaluate Water Treatment Plant Site <br /> Three sites on the southeast side of San Marcos near the San Marcos River were evaluated in <br /> the HDR Surface Water Supply Study with the recommended site being on the south side of SH <br /> 621, east of San Marcos High School. Prior to the CITY purchasing the site the ENGINEER will: <br /> 1.2.17 Coordinate preliminary geotechnical investigations of the site with the CITY's geotechnical <br /> consultant to determine the suitability of the subsurface materials for structural foundations and <br /> to determine the presence of groundwater. <br /> 1.2.18 Provide an economic evaluation of the additional access road cost versus value of the <br /> frontage property. Because the recommended site fronts FM 621, it may be desirable to locate <br /> the plant site some distance off the highway to enable the highway frontage to be developed. <br /> 1.2.19 Using available property information from the Hays County Appraisal District provided <br /> by the CITY, make a recommendation on property size and configuration for the water treatment <br /> plant. <br /> 1.2.20 Prepare and submit a Draft Technical Memorandum for CITY and Project Manager <br /> review, and a Final Technical Memorandum describing the results of this evaluation. <br /> Evaluate Raw Water Terminal Storage Reservoir <br /> 1.2.21 Evaluate the raw water terminal storage reservoir located on the water treatment plant <br /> site to determine the advantages and disadvantages of various alternative concepts. Evaluate <br /> various sizes of storage reservoir volume based on maintaining maximum treatment plant <br /> capacity during anticipated low flow periods in the San Marcos River. USGS and/or TNRCC <br /> stream gauge flow records will be utilized. The location and layout of the proposed reservoir will <br /> be identified and analyzed. Environmental, archeological, land constraint, and other factors <br /> affecting the location of the storage reservoir will be evaluated.
