In addition the impact of regional participation in the <br /> Project will be given an overview evaluation. <br /> 1.2.6 Submit ten (10) copies of a Draft Technical Memorandum to the CITY and Project <br /> Manager for review describing the results of this overview evaluation. After review by the CITY <br /> and Project Manager, submit ten (10) copies of a Final Technical Memorandum to the CITY for <br /> a presentation by the Project Manager to the City Council of the CITY. <br /> Perform Water Quality Analysis <br /> ! <br /> ; 1.2.7 Perform an analysis of existing raw water samples for locations upstream and <br /> downstream of the wastewater treatment plant discharge on the San Marcos River and on the <br /> Blanco River downstream of the confluence with the San Marcos River. In addition, available <br /> water quality data from Canyon lake and from the Guadalupe River at lake Dunlap will be <br /> evaluated. The purpose of this raw water quality analysis will be to (1) determine what effect, if <br /> any, the wastewqter treatment plant discharge has on the river water quality, and (2) identify <br /> seasonal changes in water quality parameters. Additional sampling will be recommended as <br /> required. Up to twenty-five (25) additional raw water samples will be taken. The water quality <br /> analysis will include, as appropriate and feasible, all parameters currently regulated or proposed <br /> for regulation by the EPA or TNRCC which would impact the treatment process design. <br /> 1.2.8 Analyze raw water sources to include the following parameters: pH, alkalinity, hardness, <br /> temperature, turbidity, total organic carbon, TTHM formation potential, total dissolved solids, <br /> bromide, nitrate, sulfate, chloride, and particle size (2 to 4 micron range). In addition, up to four <br /> (4) of the samples will be tested for Cryptosporidium and Giardia. Also, complete microbiological <br /> tests will be performed for up to four (4) of the samples for shigella, salmonella, and legionella. <br /> 1.2.9 Prepare a Draft Technical Memorandum describing the findings and recommendations <br /> and submit to the CITY and Project Manager for review. After CITY and Project Manager review, <br /> submit a Final Technical Review Memorandum to the CITY. <br /> Bench Scale Treatability Studies <br /> <br /> 1.2.10 Determine using bench scale studies the selection of coagulant chemical(s) and optimum <br /> dosage for turbidity removal and total organic carbon (TOG) reduction, and degree of <br /> compatibility of treated surface water with groundwater. The information obtained from these <br /> studies will be used in the detailed design of facilities and to anticipate where problems may occur <br /> between the new surface water system and the existing groundwater system. One week (40 <br /> hours) of bench scale testing by one person is included. CITY will provide necessary assistance <br /> in collecting and testing various samples. <br /> 1.2.11 Prepare a Draft Technical Memorandum describing the findings and recommendations <br /> and submit to the CITY and Project Manager for review.
