<br /> 68~ <br /> the existing storage facilities. - <br /> 1.2.38 Evaluate the CITY's system and its ability to provide service under existing and <br /> future conditions. Future conditions will be projected through the year 2015 based on <br /> population projections and the direction of growth presented in the CITY's wastewater <br /> master plan and water demand projections included in the CITY's surface water supply <br /> study. This information will be adjusted for use in the distribution system computer model. <br /> 1.2.39 Develop a recommended plan for improvements to the distribution system, <br /> including new transmission mains, storage, and pumping facilities, as well as an <br /> operational scheme for all pumps. This recommended plan will include the locations and <br /> sizes of recommended facilities. <br /> 1.2.40 Develop recommended capital improvements programs (CIP) in five-year <br /> increments for the period from 1995 to 2015. Each CIP will include recommended <br /> infrastructure improvements necessary to provide adequate water service for each five- <br /> year period. The CIP will include all transmission, distribution, pumping, and storage <br /> infrastructure needs. The timing for additional treatment and water supply will be <br /> determined, but the layout of the raw water conveyance or treatment facilities will not be <br /> addressed as part of this task. <br /> 1.2.41 Develop opinions of total probable costs for each of. the recommended <br /> improvements. <br /> 1.2.42 Provide the CITY with a working copy of the computer model and all associated <br /> computeles. The ENGINEER will also provide up to two days of on-site training concerning <br /> the development and use of the computer model. <br /> Environmental Assessment <br /> 1.2.43 Perform an Environmental Assessment (EA) for the water treatment plant following <br /> the outline provided by the TWDB titled, Guidelines for the Preparation of Environmental <br /> Assessments, dated 3/5/92. <br /> 1.2.44 Obtain General Information required to be included in the EA. The contents of the <br /> EA to be prepared are as follows: <br /> SECTION I.
