Y- c:: <br />_J ò, \.(\ :- ~ ~ <br />_.0; -;(5 <br />¡,L~ ~~ ORDINANCE 1996- 65 <br />-.( . .~ <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, ADOPTING A BUDGET FOR THE <br />FISCAL YEAR BEGINNING ON OCTOBER 1, 1996 AND <br />ENDING ON SEPTEMBER 30, 1997; AUTHORIZING <br />TRANSFERS OF FUNDS WITHIN DEPARTMENTS WITH <br />THE APPROVAL OF THE CITY MANAGER; APPROVING <br />FISCAL YEAR 1996-97 CAPITAL IMPROVEMENTS <br />I <br />, PROGRAM PROJECTS; INCLUDING PROCEDURAL <br />PROVISIONS AND DECLARING AN EMERGENCY. <br /> <br />RECITALS: <br /> <br />1. The City..Charter provides for the City Council to set a time and place of public <br />hearing on the proposed budget for the City and to cause notice of the hearing and a <br />summary of the budget to be published in one or more newspapers of general circulation <br />in the City. <br /> <br />2. The City Council at its regular meeting on July 8, 1996, set the date of this hearing <br />and directed the notice and budget summary be published. <br />. <br /> <br />3. The notice and budget summary were published in at least one newspaper of <br />general circulation in the City on July 28 ¡ 1996, a date at least ten (10) days prior to <br />the date set for the public hearing on the budget for the City for the fiscal year beginning <br />October 1, 1996 and ending September 30, 1997. <br /> <br />4. The public hearing on the budget was held on August 12 ¡ 1999 a time at which <br />all interested persons were given an opportunity to be heard for or against any item or the <br />amount of any item contained in the budget. <br /> <br />5. At least fourteen (14) days have elapsed since the public hearing on the budget as <br />required by the City Charter. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br /> <br />. <br />SECTION 1. The City of San Marcos 1996-1997 Budget is approved and adopted <br />for the fiscal year beginning October 1, 1996 and ending September 30, 1997. <br /> <br />SECTION 2. The amount shown in the City of San Marcos 1996-97 Budget is <br />necessary to provide for a sinking fund for the payment of the principal and interest and <br />the retirement of the bonded debt of the City is appropriated for that purpose. <br /> <br />SECTION 3. The following adjustments to the 1996-1997 Budget may be made with <br />the approval of the City Manager: <br /> <br />(a) Transfers of funds among the accounts within each department; <br /> <br />(b) Transfers offunds for construction projects and equipment purchases <br />from operating accounts to Capital Improvements Program accounts; <br />and <br /> <br />(c) Reclassification of positions within each department. <br /> <br />(d) Decreases in operating accounts in response to decreases in City <br />revenues or other circumstances, where the decrease does not result <br />in a transfer of funds to another account. <br />
