<br />éJO:¡:' <br />ArricJe 5. ìYIicrofi]min~ Standards and Procedures <br /> <br /> <br /> <br /> <br />c. <br /> <br />Sec. 5.01. Centralized i\fana2ement. <br />Microfilm and microfilming of records will be centralized through the records management <br />program. This is to establish a consistent, cost-effective program which would comply with state <br />standards. Any city record maintained on microfilm, is subject to the requirements of Local <br />Government Code, Chapter 204* and rules adopted under Texas Administrative Code, Title 13, <br />Chapter 7. The records management office will make recommendations for the approval of the <br />Records Management Committee regarding which City records should be microfilmed. <br />Microfilm of a paper record has the same record series number, and retention period as the í <br />original paper record. Microfilm will be indexed, by department, and reports generated the same ! <br />style as paper records. ' <br /> <br /> <br />Sec. 5.02. Microfilm Produced Under Prior Law. (Local Government Code. Ch. 204. <br />S204.003) <br />(a) All microfilm produced before June 1, 1990, under prior law is validated to the <br />extent the microfilm was produced in the manner and according to the standards prescribed by <br />prior law. <br />(b) In rules adopted under Local Government Code, Chapter 204, Section 204.004, <br />the State may establish procedures for the retrospective certification of un certified or improperly <br />certified microfilm produced before April 1, 1990, that otherwise meets the standards prescribed. <br />by prior law. ~ <br /> <br /> <br />Sec 5.03. Standards and Procedures. (Local Government Code. Ch. 204. S204.004) <br />The standards and procedures for the microfilming of local government records are <br />specified in the Texas Administrative Code, Title 13, Chapter 7; standards of the Association for <br />Infonnation and Image Management (AlIM)** and the American National Standards Institute <br />(ANSI). These rules include: Definitions; General Rules; Standards for Film Quality, Resolution, <br />Density, Definition and Chemical Stability; Tests and Other Methods ofInspection and ¡ <br />Verification; Certification and Documentation; Use ofEditot:ial and Teclmical Targets***; Image <br />Sequence; Master Microfilms; Labeling and Indexing; Computer Output Microfilm; Jacketing; <br />Expungement of Records; Public Access to Infonnation; Aperture Card/CAD Systems; and Step- <br />and-Repeat Systems. <br /> <br /> <br />Sec. 5.04. Rules To Be Updated. (Local Government Code. Ch. 204. 5204.005) <br />The State will monitor standards relating to microfilming to recommend amendments. to <br />the rules.
