<br /> JoB <br /> RECORDS MANAGEMENT <br /> POLICY, STANDARDS, AND PROCEDURES MANUAL <br /> Article 1. Policy and Purpose <br /> <br /> City of San Marcos Ordinance 1990-100*, which was adopted on December 17, 1990, <br /> includes the following: <br /> All city records are the property of the city; therefore, it is the responsibility of <br /> city officials and employees to organize, protect, maintain, and dispose of records in <br /> accordance with the requirements of the Local Government Records Act of 1989 and <br /> accepted records management practices. <br /> ." The records management officer and the records management committee shall <br /> develop a records management plan for the city for submission to the city council. The <br /> plan must contain policies and procedures designed to reduce the costs and improve the <br /> efficiency of record-keeping, to adequately protect the essential records of the c~ty and to <br /> properly preserve those records of the city that are of historical value. The plan must be <br /> designed to enable the records management officer to carry out his or her duties prescribed <br /> by state law and this article effectively. . ~ <br /> The records management plan shall be binding on all offices, departments, <br /> divisions, programs, commissions, bureaus, committees, or similar entities of the city and <br /> records shall be treated, maintained, stored, microfilmed and disposed of in accordance <br /> with the plan. Each city department is responsible for its own recor~s and will comply with <br /> the policies and procedures set forth in this manual. <br /> This manual establishes the city's records management plan in accordance with the <br />I principles stated above. <br />i <br /> It is the intent of this program to proviçle efficient, economical, and effective control of <br /> the creation, distribution, organization, maintenance, use, and disposition of all city records, <br /> to coIÍform to the rules, standards and procedures as set forth in the Local Government Records <br /> Act**, Chapters 201 - 205, Texas Local Government Code and provisions of Subchapter J, <br /> Chapter 441, Texas Government Code. <br /> This manual establishes the standards and procedures for operation of the records <br /> management program including: centralized storage of inactive records including sensitive and <br /> confidential files; properllegal retention and destruction; historical preservation; protection of <br /> essential/vital records incorporated into a disaster recovery program; electronic records and <br /> standards for microfilming, of City records that are consistent with the rules and requirements set <br /> forth by Ordinance 1990-100 and the Local Government Code. <br /> * Ordinance, suppl. sect. 15-14. <br /> ** Local Government Records Act., suppl. sect. 7-20. <br /> 1 <br />
