<br /> .. )).¡tI <br /> .- - <br /> EXHIBIT A <br /> Page I of 4 <br /> PRELIMINARY DESIGN REPORT 3/23/95 <br /> BELVIN STREET WASTE WATER LINE EXTENSION: <br /> A WASTE WATER COLLECTION SYSTEM - SAN MARCOS, TEXAS <br /> Project Need <br /> An area containing 97 acres has been identi£ied by the City Health <br /> Department and the Department of Public Works as an' area with <br /> inadequate onsite wastewater treatment and disposal facilities. <br /> This area contains two mobil home parks, two apartments and several <br /> homes and small businesses. <br /> It has been reported that septic water pools on the surface at the <br /> mobil home park beside F.M. 2439. The stony soil upon which the <br /> upper mobil home park is situated is only a few inches thick and is <br /> underlain by bedrock. The apartments septic system in overloaded <br /> frequently. > <br /> The untreated septic sewage that periodically surface at the site <br /> can be carried by storm runoff into Purgatory Creek. Purgatory <br /> Creek not only flows through a densely populated area of San Marcos <br /> but also £lows into the San Marcos River. The San Marcos Rives is <br /> the home of several endangered species of flora and £auna. The <br /> residents as well as the endangered species can be af£ected by the <br /> contaminated storm runoff. ~ <br /> proiect Assiqnment <br /> Byrn & Associates, Inc. was authorized by the City of San Marcos on <br /> February 27, 1995 to propose a wastewater collection system to <br /> provide service to this area. The assignment included service to <br /> both mobil home parks, both apartments and the residences and <br /> businesses within the proposed service area. <br /> The assignment does not include service within the mobil home <br /> parks, the apartment site or services to connect the homes or <br /> businesses. <br /> proiect Description <br /> Alternate routes to serve the area were considered and discussed <br /> with Public Works Department personnel.
