<br /> .>J'k <br /> = BY-LAWS OF THE PLANNING AND ZONING COMMISSION <br /> OF THE CITY OF SAN MARCOS <br /> ARTICLE I <br /> NAME <br /> '--,- The name of the Commission shall be "The Planning and Zoning <br /> i Commission of the City of San Marcos, Texas." Within these By-laws <br /> ! this commission may be referred to as either the "Planning and <br /> Zoning commission" or "the Commission." <br /> ARTICLE II <br /> PURPOSE, AUTHORITY, AND DUTIES <br /> Section 1. The Planning and zoning commission is responsible for <br /> the orderly growth and physical development of the city of San <br /> Marcos through the implementation of the community's Master Plan <br /> and related land use and development ordinances. <br /> Section 2. The Planning and Zoning commission shall have the power <br /> and be required to: . <br /> (a) be responsible to and act as an advisory body to the city <br /> council on matters of land use, growth and the physical <br /> development of the community; <br /> (b) review and make final determinatlons on all plans for the <br /> platting and subdividing of land within the city and <br /> within adjacent areas as permitted by law; <br /> (c) conduct public hearings and present recommendations to <br /> the city council regarding the approval or disapproval of <br /> proposed changes to the official zoning map and future <br /> land use map of the City; <br /> I (d) submit recommendations and observations to the City <br /> council on all proposals which include a determination <br /> of: <br /> (I) compliance with the Master Plan; and <br /> (2) environmental impact statements; <br /> (e) submit annually to the City council not less than one <br /> hundred twenty (120) days prior to the beginning of the <br /> fiscal year, a list of recommended capital improvements <br /> found necessary or desirable; <br /> (f) perform an ongoing review of the Master Plan, with each <br /> element of the plan being reviewed at least once each <br /> three (3) years; conduct an annual public hearing in <br /> connection with this review; and submit to the City <br /> Council not less than one hundred twenty (120) days prior <br /> to the beginning of the fiscal year, a list of <br /> recommended changes, if any, in the Master Plan; <br /> (g) hold a public hearing at least once each three (3) years <br /> to review the subdivision ordinance; <br />
