Regular Meeting May 15, 2007 Page 6 <br />Workshop and Staff will use this statement for guidelines in determining th <br />budget. Mayor Narvaiz stated on page 3 the last bullet needs to include th <br />energy audit portion regarding receiving public interest. Ms. Robertson <br />moved to amend page 3 to add ...issues to residents on how they would use the <br />energy saving techniques, and Mr. Jones seconded the motion, which passed <br />unanimously. Ms. Robertson moved to amend the Budget Policy Statement to <br />combine ...$100,000.00 for hybrid vehicles and $150,000.00 for energy <br />conservation, which totals to $250,000.00, Mr. Jones seconded the motion <br />Mr. Guerrero stated he does not agree with working on the Budget Policy <br />Statement during the Workshop and then amending it during the Council <br />Meeting. Mayor Narvaiz stated she feels this should be $250,000.00 for fuel <br />and energy conservation commitment, Mr. Thomaides inquired to whether the <br />$250,000.00 would be enough to do the energy audit. Mayor Narvaiz stated <br />the audit was for city owned facilities. She stated the Council also talked <br />about how they could get the community to use options found to benefit the <br />citizens as well. Mr. Jones stated he agrees that the policy needs to fit <br />San Marcos and he feels the money should be put together. Mr. Guerrero <br />stated the Council committed to investing time in a workshop and he does not <br />agree with making changing at the dais. Mayor Narvaiz stated she supports <br />putting the money together and doing the audit. She stated the conservation <br />of energy efforts needs to be for the homes of the residents as well. She <br />stated she can support this amendment as long as the direction to Staff is <br />to implement this in a way that makes sense. Mr. Jones stated the hybrid <br />car issue may not be something our citizens want to go purchase. He stated <br />he feels Staff should get input from citizens, because any program the City <br />invests in should also be something our citizens can do. Ms. Robertson <br />stated she does not want money sitting there because Staff did not do enough <br />purchasing of hybrid cars. She stated if the money is combined then she <br />feels Staff could spend on other energy conservation efforts. Ms. Robertson <br />and Mr. Jones agreed to combine the funds. She stated she wants to be <br />flexible and she believes in both programs. On roll call for the motion to <br />amend the following vote was recorded: <br />AYE: Thomaides, Bose, Robertson and Jones. <br />NAY: Couch, Narvaiz and Guerrero. <br />ABSTAIN: None. <br />Motion to amend passes. Mr. O'Leary stated the dollars will be combined, <br />but the hybrid vehicles and audit are the top priorities. Mr. Thomaides <br />thanked the City Staff. He stated he feels this was a time we as city <br />leaders showed some leadership. Mr. Guerrero also thanked the City Staff <br />for their hard work. He stated he felt this was a great experience. Mr. <br />Guerrero moved to amend the Budget Policy Statement to add $25,000.00 as <br />requested by Hays County San Marcos EMS, and Mr. Thomaides seconded the <br />motion, which passed unanimously.
