Mayor <br />Narvaiz stated the Council spent a lot of time on the direction for the City <br />Manager. She stated the Council considered what Staff needs and what is <br />best for the community. She congratulated the Council and Staff on a great <br />job. She also stated Council will be implementing some of the projects the <br />voters approved during the 2005 Bond Election. The Council then voted <br />unanimously for approval of Budget Policy Statement to be used by City <br />Manager in preparing FY2007 -2008 Budget. <br />Mayor Narvaiz introduced a public hearing and consideration approval of an <br />Ordinance on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />INCREASING THE RATE FOR COLLECTION AND DISPOSAL OF RESIDENTIAL SOLID <br />WASTE AND RECYCLABLE MATERIALS; AND INCLUDING PROCEDURAL PROVISIONS. <br />Mayor Narvaiz introduced the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Thomaides moved for approval of Ordinance on first reading, and Ms. Couch <br />seconded the motion. Mr. O'Leary stated the City has a contract with Texas <br />Disposal Systems. He stated in the contract the contractor can request an <br />increase based on the Consumer Price Index and Gasoline Index. He stated <br />the CPI allows for a 1.37% increase, which would increase the rate for <br />customers by $0.27 a month. Mr. Thomaides inquired to whether a service <br />adjustment can be requested, since the contractor is requesting a rate <br />increase. Mr. O'Leary stated the City would need to negotiate service <br />adjustments. Mr. Quittner stated this proposed Ordinance is for the rate <br />increase. On roll call for approval of the Ordinance on first reading, the <br />following: <br />AYE: Thomaides, Couch, Bose, Narvaiz, Guerrero and Robertson. <br />NAY: Jones. <br />ABSTAIN: None. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />AMENDING ARTICLE 6, DIVISIONS 1 AND 2 OF CHAPTER 2 OF THE SAN MARCOS <br />CITY CODE TO REVISE AND UPDATE THE CITY'S PUBLIC RECORD MANAGEMENT <br />POLICIES AND PROCEDURES; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING <br />AN EMERGENCY <br />Mr. Bose moved for adoption of an Ordinance on emergency, and Mr. Guerrero <br />seconded the motion, which passed unanimously. <br />
