Regular Meeting May 15, 2007 Page 8 <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on firs <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 5.81 ACRES, MORE OR <br />LESS, LOCATED SOUTHWEST OF THE INTERSECTION OF CENTERPOINT ROAD AND IH- <br />35 (OUTLET WEST TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; AND <br />INCLUDING PROCEDURAL PROVISIONS. <br />Mr. Guerrero moved for approval of an Ordinance on first reading, and Ms. <br />Robertson seconded the motion, which passed unanimously. <br />Mayor Narvaiz introduced for consideration the reconsideration of adoption <br />of a Zoning Ordinance. The Council choice not to reconsider the Zoning <br />Ordinance, the caption reads as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MAROCS, TEXAS, <br />APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP FROM "I" INDUSTRIAL TO <br />"P" PUBLIC AND INSTITUTIONAL, FOR A 3.994 ACRE, MORE OR LESS, TRACT OF <br />LAND LOCATED AT 201 RIVER RIDGE PARKWAY; FOR AMENDING THE OFFICIAL ZONING <br />MAP OF THE CITY BY REZONING THIS TRACT FROM "LI" LIGHT INDUSTRIAL DISTRICT <br />TO "P" PUBLIC AND INSTITUTIONAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; <br />AND PROVIDING FOR PENALTIES. <br />Mayor Narvaiz introduced removal from the table and consider adoption of <br />Resolution, the caption which was read as follows: <br />A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DIRECTING PUBLICATION OF NOTICE OF INTENTION TO ISSUE CERTIFICATES OF <br />OBLIGATION; AND OTHER MATTERS RELATED THERETO <br />#27 Mr. Guerrero moved for remove the Resolution from the table, and Mr. <br />Thomaides seconded the motion, which passed unanimously. Mr. Guerrero moved <br />for adoption of Resolution, and Mr. Jones seconded the motion. Mr. O'Leary <br />stated this Resolution is for Notice of Intention to Issue Certificates of <br />Obligation on several City projects. Carol Palumbo, Bond Counsel, stated <br />the City projects included are several City streets, Wonder World Drive, <br />technology upgrade project, ADA compliance for City and Park facilities, <br />park land, Animal Shelter, Rio Vista Dam and the Automated Meter Reading <br />Project. Mayor Narvaiz stated the street improvements also include <br />sidewalks. Mr. Thomaides stated the exhibits need to reflect Rio Vista Dam. <br />He also inquired to whether the projects are from last year's budget. Mr. <br />O'Leary stated the projects are from last year's budget. The Council then <br />voted unanimously for adoption of the Resolution. <br />Mayor Narvaiz introduced a discussion regarding the recommendations of the <br />value engineering study and implementation of these for the Wonder World <br />
