Regular Meeting June 5, 2007 Page 6 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AWARDING A CONTRACT TO BLASTCO TEXAS, INC. FOR RECOATING OF WATER <br />STORAGE TANKS FOR THE WATER /WASTEWATER UTILITIES DEPARTMENT; <br />AUTHORIZING THE PURCHASING MANAGER TO EXECUTE THE APPROPRIATE CONTRACT <br />DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Narvaiz stated she was moving up Item 33, hold discussion and receive <br />a presentation regarding Cool Cities initiative and direction to Staff. <br />Casey Martinez provided a PowerPoint and a packet regarding the U.S. Mayors <br />Climate Protection Agreement. Mr. Jones stated he is concerned whether this <br />would be cost efficient for the Cities and the residents. He encouraged the <br />Council to sign the U.S. Mayors Climate Protection Agreement, which <br />addresses common clean air issues. Mr. Jones stated he would like to see <br />a Resolution at the next Regular Meeting. Mr. Thomaides stated he would <br />also like a Resolution on the next Regular Meeting. He stated after <br />attending the presentation in Austin, this is a common sense approach. He <br />also stated Austin has a more in depth program and uniquely able to <br />implement these types of things. He stated Austin's Mayor Wynn hopes to get <br />other cities in the region to follow, which makes sense but San Marcos might <br />not be able to participate as much as Austin. Mr. Guerrero stated he is in <br />favor of pursuing this issue. Ms. Robertson stated what impacts San Marcos <br />also impacts Austin and the other way around. She stated Texas in the most <br />polluting state in the country. Mr. Martinez stated by signing this <br />agreement it would put San Marcos in as a Clean City for the Sierra Club's <br />National Campaign. The Council agreed by consensus to bring this issue bac <br />as an action item at the next Regular Meeting. <br />Mayor Narvaiz introduced for consideration Item 11, removed from the <br />consent agenda, approval of Ordinance on second reading, the caption which <br />was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 5.81 ACRES, MORE OR <br />LESS, LOCATED SOUTHWEST OF THE INTERSECTION OF CENTERPOINT ROAD AND <br />IH -35 (OUTLET WEST TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; <br />AND INCLUDING PROCEDURAL PROVISIONS. <br />Mr. Guerrero moved for approval of Ordinance with amendments on second <br />reading, and Ms. Robertson seconded the motion. Jan Clark, Assistant City <br />Attorney, stated she provided the Council with two attachments, which were <br />not included in the Agenda. The Council then voted unanimously for <br />approval of the Ordinance on second reading. <br />Mayor Narvaiz introduced for consideration Item 14, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />
