<br />Permits <br /> <br />1.2.11 Assist the City in connection with the City's responsibility for filing documents required <br />for the approval of governmental authorities having jurisdiction over the Project as well as in the <br />submittal of plans for review by the Texas Commission on Environmental Quality ("TCEQ"). <br />The Engineer anticipates that approval from TCEQ will involve administrative review only. If <br />additional information is needed by TCEQ, the gathering and coordination of the additional <br />information will be considered an additional service. <br /> <br />Hydraulic Modeling of Tank Operations <br /> <br />1.2.12 Conduct an Extended Period Simulation ("EPS") of the City's distribution system with <br />the elevated storage tank in service. Using the computer model of the City's distribution system, <br />the Engineer will make recommendations concerning the operation settings for the high service <br />pumps, incorporating both the Cottonwood and Comanche Tank signals. <br /> <br />1.2.13 Prepare an estimate of probable construction cost to complete the Project and submit to <br />the City for review and approval. <br /> <br />1.3 PHASE 2 - BIDDING AND CONSTRUCTION ADMINISTRATION <br /> <br />The Construction phase of this Project will commence with the award of the construction <br />contract and will terminate when the Project is accepted by the City. The Engineer will: <br /> <br />Bidding Assistance <br /> <br />1.3.1 Assist the City in the distribution of the bid documents to prospective bidders and to plan <br />rooms and the issuance of addenda (if any) following City's prior approval. <br /> <br />1.3.2 Assist the City in conducting a pre-bid conference and answer questions of prospective or <br />potential bidders and City staff and make all necessary clarifications and interpretations of the <br />construction contract documents in the form of addenda, as appropriate. <br /> <br />1.3.3 Assist the City in obtaining bids, tabulating bids, preparing bid tabulation forms, and in <br />awarding the contract for construction following the City's approval of the construction contract <br />documents and of the latest detailed final cost estimate of the Project. <br /> <br />1.3.4 Assist the City in reviewing the Statement of Bidder's Qualifications, financial statements <br />of bidders, lists of bidders' proposed subcontractors, and all other documents required to be <br />submitted with the bids. <br /> <br />1.3.5 Make a written recommendation to the City regarding award of bid. <br /> <br />AP AI Elevated Storage Tank <br /> <br />4 <br />
