Staff support was excellent. <br /> Sunset recommendations: None <br /> --- <br /> ! <br /> <br /> SAN MARCOS ELECTRIC UTILITY BOARD <br /> Observations: Presentations made by the director and staff were <br /> well organized and delivered in a very professional manner. <br /> Subjects addressed pertain to an update on Energy Efficiency <br /> Programs, update on SWT Co-Gen Facility and Legislative <br /> Actions-Retail Wheeling. Overall assessment of meeting is <br /> excellent. .' <br /> A question had been raised at a recent meeting about the <br /> composition and role of the Board since the bond covenants that <br /> originally created the board were repealed when the electric <br /> utility bonds were refinanced. <br /> Sunset recommendation: A written report from the ~ SMEU staff <br /> members who attend a seminar or training session outside the city <br /> should be presented to the board. This report should detail the <br /> specific value of this training and how ideas/suggestions can be <br /> applied to improve the operation of the San Marcos Electric <br /> Utility Department. <br /> It is recommended that the composition and role of this board be <br /> clarified by the City Council in the ordinance establishing this <br /> Board. <br /> SENIOR CITIZENS ADVISORY BOARD <br /> Observation: This Board was established by resolution, however, <br /> all other City boards and commissions have been established by <br /> ordinance. This board did not have a quorum for the past three <br /> months. The Parks and Recreation Director was not present; <br /> however, the Community Action Director was present. <br /> Sunset recommendation: Board members are only appointed for two <br /> years; recommend future members be appointed for a term of three <br /> years. Encourage board members to attend meetings and enforce the <br /> rule about members who miss more than three meetings. This Board <br /> should be established by ordinance rather than by resolution. <br />
