<br /> I D7H <br /> While visiting with two board members after the meeting, a sense <br /> of frustration was evident in that they felt like very little was <br /> accomplished at this meeting and that members were concerned about <br /> going home rather than discussing some issues about the PARD <br /> program. They thought that their suggestions in the past have <br /> been brushed aside by the PARD staff. It was apparent that both <br /> of these board members who have served on the board for the past <br /> year have reservations about the operational effectiveness 'of the <br /> i board. <br /> I <br /> Sunset recommendation: New board members should be formally <br /> introduced to the PARD staff anytime a new member is appointed. A <br /> written report from the PARD staff members who attend a seminar or <br /> training session outside the city should be presented to the <br /> board. This report should detail the specific value of this <br /> training and how ideas/suggestions can be applied to improve the <br /> City's Parks and Recreation Program. An annual formal report <br /> should be prepared by the chairperson and presented in person to <br /> City Council. The report should outline specific recommendations <br /> to improve the City's Parks and Recreation Program. <br /> It is strongly recommended that members of this board as a group <br /> take the position of communicating directly with the city manager <br /> and council on various issues and concerns that are not resolved <br /> at the staff level. This Board will not be effective in <br /> accomplishing their duties and responsibilities as set forth by <br /> the San Marcos Code of Ordinances until a more aggressive approach <br /> is undertaken to address the PARD operational issues. Provided <br /> that changes are made to improve the performance of this board, it <br /> is recommended that it continue to function with assurance that <br /> the duties and responsibilities are accomplished. <br /> ; <br /> PLANNING AND ZONING COMMISSION <br /> -- <br /> Observation: The chairman conducted the hearing in a professional <br /> manner, although some of the members seemed to stray from the <br /> issue at hand. The commission definitely needs a strong <br /> chairperson. <br /> Sunset recommendation: None. <br /> PUBLIC TRANSPORTATION COMMITTEE <br /> Observation: None, since the committee did not meet during the <br /> review period.
