Organization. <br /> The ethics review commission each year shall elect from its <br /> membership its chairperson and upon its formation shall promul. <br /> gate its own rules and regulations as to its forms and procedures <br /> and maintain proper records of its opinions and proceedings. (Ord. <br /> No. 1990.62, § 1, 8-27.90) <br /> Sec. 2.93. Authority and duties. <br /> (a) Generally. The ethics review commission shall act as autho- <br /> rized by section 12.02 of the Charter of the city concerning con. <br /> Diets of interest, ethical conduct or interests of city officials and <br /> empl.oyæs. ( <br /> (b) Review and recommendations. The commission shall meet <br /> at least once a year to,review this article and may make recom- <br /> mendations to the city council. <br /> (c) Hearings. The commission shall conduct hearings into aile- <br /> gations of violations of this article. <br /> (1) Any allegation by any citizen, public official or employee <br /> that a person has violated the Code may be referred to any <br /> member of the commission. <br /> (2) A commission member receiving an allegation pursuant to <br /> subsection (c) may request the commission to convene to <br /> review the allegation. <br /> (3) The commission shall reçommend to appropriate authori. <br /> ties cases for prosecution. In the case of the mayor, a council <br /> member, a member of a city board or commission, or an <br /> employee who is a council appointee, a copy of the recom. <br /> mendation shall be provided to the city council. In the case <br /> of employees who are not council appointees, a copy of the <br /> recommendation shall be provided to the city manager.
