8. The City by Resolution 2012 -099 requested that CARTS establish an Urban/Rural <br />Transit District for the purposes of operating and financing public transportation in the <br />San Marcos Urbanized Area; and <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS: <br />PART 1. The City authorizes CARTS as a public agency to be a direct <br />recipient for Section 5307 funding. <br />PART 2. The CITY shall inform FTA of the authorization in an annual <br />"split letter." <br />PART 3. The City Manager shall be authorized to negotiate an Interlocal <br />Agreement with CARTS, to be presented to the City Council for consideration at a future <br />regular meeting, which delineates the roles and responsibilities of the parties with respect <br />to "designated recipient" and "direct recipient" status, the specific services that CARTS <br />will be providing for the City, the local share required from the City to support CARTS <br />related services, service standards, fare policy, and the "split" of federal and state funding <br />between CARTS and the City, and other relevant provisions. <br />PART 4.
