David Sergi, 904 Burleson, Spoke in opposition of the Wrecker Ordinance and the Contract with Southwest Towing. He asked that the Council either defer or vote down this item so that everything is looked at. Melissa Derrick, 109 Kathryn Cove, congratulated all of the incumbents on their reelection and spoke in favor of Council reconsidering the Junk Vehicle Ordinance to allow art vehicles and also spoke on the side of the wrecker companies. Charles Soechting, 107 Oak Shadow, addressed the Council regarding the Lazy Oaks Ranch Development and spoke against it. He asked that Council wait until the master plan is completed before approving any development. Mike Saucedo, 211 B Grove, addressed the Wrecker Ordinance and the contract for towing services and stated that all of the towing companies were asked to bid and that if they had won then they wouldn't be here. He stated that he's willing to work with everyone. Consent Agenda 8. Consider approval of the October 16, 2012 Regular Meeting Minutes. 9. Consider approval of Ordinance 2012 -48, on the second of two readings, setting the rate for wholesale water treatment at the City's Surface Water Treatment Plant at $0.4479 per thousand gallons; and including procedural provisions. 10.Consider approval of Ordinance 2012 -49, on the second of two readings, amending Chapter 82 of the San Marcos City Code to restrict the parking of vehicles within four feet of residential mailboxes between the hours of 8:00 a.m. and 5:00 p.m. Monday through Saturday; including procedural provisions; and providing an effective date. 11.Consider approval of Resolution 2012 -132R, authorizing the Capital Area Rural Transportation System ( "CARTS ") as a direct recipient for the San Marcos Urbanized Area funding; authorizing the City Manager to enter into an Interlocal agreement with CARTS which delineates the roles and responsibilities of the parties, the services CARTS will provide for the city, the local share required from the city to support CARTS related services, service standards, fare policy, the apportionment of Federal and State funding between CARTS and the City, and other relevant provisions; and providing an effective date. 12.Consider approval of Resolution 2012 -133R, awarding a Construction Contract to Cougar Construction, LLC for the Cephas House Rehabilitation Proiect in the bid amount of $196,000.00 contingent upon the bidder's timely submission of sufficient bonds and insurance in accordance with the City's bid documents for the project; authorizing the City Manager to execute the contract documents on behalf of the City and declaring an effective date.
