David Sergi, 904 Burleson, Spoke in opposition of the Wrecker Ordinance and the Contract with <br />Southwest Towing. He asked that the Council either defer or vote down this item so that <br />everything is looked at. <br />Melissa Derrick, 109 Kathryn Cove, congratulated all of the incumbents on their reelection and <br />spoke in favor of Council reconsidering the Junk Vehicle Ordinance to allow art vehicles and <br />also spoke on the side of the wrecker companies. <br />Charles Soechting, 107 Oak Shadow, addressed the Council regarding the Lazy Oaks Ranch <br />Development and spoke against it. He asked that Council wait until the master plan is completed <br />before approving any development. <br />Mike Saucedo, 211 B Grove, addressed the Wrecker Ordinance and the contract for towing <br />services and stated that all of the towing companies were asked to bid and that if they had won <br />then they wouldn't be here. He stated that he's willing to work with everyone. <br />Consent Agenda <br />8. Consider approval of the October 16, 2012 Regular Meeting Minutes. <br />9. Consider approval of Ordinance 2012 -48, on the second of two readings, setting the rate <br />for wholesale water treatment at the City's Surface Water Treatment Plant at $0.4479 <br />per thousand gallons; and including procedural provisions. <br />10.Consider approval of Ordinance 2012 -49, on the second of two readings, amending <br />Chapter 82 of the San Marcos City Code to restrict the parking of vehicles within four <br />feet of residential mailboxes between the hours of 8:00 a.m. and 5:00 p.m. Monday <br />through Saturday; including procedural provisions; and providing an effective date. <br />11.Consider approval of Resolution 2012 -132R, authorizing the Capital Area Rural <br />Transportation System ( "CARTS ") as a direct recipient for the San Marcos Urbanized <br />Area funding; authorizing the City Manager to enter into an Interlocal agreement with <br />CARTS which delineates the roles and responsibilities of the parties, the services <br />CARTS will provide for the city, the local share required from the city to support <br />CARTS related services, service standards, fare policy, the apportionment of Federal <br />and State funding between CARTS and the City, and other relevant provisions; and <br />providing an effective date. <br />12.Consider approval of Resolution 2012 -133R, awarding a Construction Contract to <br />Cougar Construction, LLC for the Cephas House Rehabilitation Proiect in the bid <br />amount of $196,000.00 contingent upon the bidder's timely submission of sufficient <br />bonds and insurance in accordance with the City's bid documents for the project; <br />authorizing the City Manager to execute the contract documents on behalf of the City <br />and declaring an effective date. <br />
