Edward Martin 1/ <br /> Project Control <br /> 10100 Reunion Place, Suite 825 <br /> San Antonio, TX 78216 <br /> Dear Mr. Martin: . . <br /> I am writing to confirm the City's retention of your firm to perform an analysis of the claim <br /> of Longley Construction Co. related to the construction of a paved parking area for the <br /> City's San Marcos Public Library Project. <br /> Background ~ <br /> Longley was the site preparation and paving subcontractor to Kencon Constructors/ <br /> Construction Managers, Inc., the general contractor for the project. Kencon is sponsoring <br /> Longley's claim, and although Kencon has a pending lawsuit against the City on issues <br /> unrelated to Longley's claim, Kencon has advised the City that unless the paving claim is <br /> amicably resolved, the claim will be added to the other issues in the lawsuit. <br />J The City's primary design consultant for the Library Project was Hidell Architects of Dallas. <br />I A geotechnical report on the project site, and a paving recommendation, were prepared <br /> by Southwestern Laboratories, Inc. This firm was purchased recently by Huntingdon <br /> Environmental and Engineering, Inc, of Austin. Southwestern Laboratories also performed <br /> construction inspection and testing for the parking lot. Construction inspection was also <br /> performed by employees of the City's Public Works and Environment and Engineering <br /> Departments. The City's primary coordinator for the project was Library Director Stephanie <br /> Langenkamp. <br /> Longley has had its own analysis of its claim prepared by Andrew Goldsmith with the San <br /> Antonio firm Construction Management Specialities, Inc. (CMS). <br /> Project Control Obligations <br /> 1. Project Control will perform an analysis of Longley's claim from the City's <br /> perspective as owner of the project.
