AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1 99S AND ENDING ON SEPTEMBER 30, 1996; REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE; . AUTHORIZING TRANSFERS OF FUNDS WITHIN DEPARTMENTS WITH THE APPROVAL OF THE CITY MANAGER; APPROVING FISCAL YEAR 1 99S-96 CAPITAL IMPROVEMENTS PROGRAM PROJECTS AND DECLARING AN EMERGENCY. RECITALS: 1. The City Charter provides for the City Council to set a time and place of public hearing on the proposed budget for the City and to cause notice of the hearing and a summary of the budget to be published in one or more newspapers of general circulation in the City. 2. The City Council at its regular meeting on July 24, 1 99S, set the date of this hearing . and directed the notice and budget summary be published. 3. The notice and budget summary were published in at least one newspaper of general circulation in the City on August 1, 19 9 ~ a date at least ten (10) days prior to the date set for the public hearing on the budget for the City for the fiscal year beginning October 1 1 99S and ending September 30, 1996; and, 4. The public hearing on the budget was held on August 14, 199,53 time at which all interested persons were given an opportunity to be heard for or against any item or the amount of any item contained in the budget. S. At least fourteen (14) days have elapsed since the public hearing on the budget as required by the City Charter. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: SECTION 1. That the City of San Marcos 1 99S-1 996 Budget is approved and adopted for the fiscal year beginning October 1, 1 99S and ending September 30, 1996. SECTION 2. That the amount shown in the City of San Marcos 1 99S-96 Budget as necessary to provide for a sinking fund for the payment of the principal and interest and the retirement of the bonded debt of the City is appropriated for that purpose. SECTION 3. That the following adjustments to the 1 99S-1 996 Budget may be made with the approval of the City Manager: (a) Transfers of funds among the accounts within each department; I (b) Transfers offunds for construction projects and equipment purchases from operating accounts to Capital Improvements Program accounts; and (c) Reclassification of positions within each department. SECTION 4. That all projects for Fiscal Year 1 99S-96 described in the Capital Improvements Program portion of the 1 99S-1 996 Budget are approved at the cost level indicated, subject to the availability of funding of project costs from the Funding Source(s) identified for each project.
