<br /> /63# <br />SECTION 5. That should any part, portion, or section of this ordinance be declared <br />invalid or inoperative or void for any reason by a court of competent jurisdiction, such <br />decision, opinion or judgment shall in no way affect the remaining portions, parts, or <br />sections or parts of a section of this ordinance, which provisions shall be, remain and <br />continue to be in full force and effect. <br />SECTION 6. That all previous budget ordinances and appropriations are hereby <br />expressly repealed if in conflict with the provisions of this ordinance. <br />SECTION 7. That the importance of this Ordinance creates an emergency and an <br />imperative public necessity so that the provisions of the Charter requiring that ordinances <br />shall be presented at three separate meetings and that no ordinance shall become <br />effective until the expiration of ten (10) days following the date of its final passage be <br />suspended, and these provisions are hereby suspended, and this Ordinance shall take <br />effect and be in full force and effect from and after its adoption and after its publication in <br />a newspaper of general circulation within the City as provided by the City Charter of the <br />City of San Marcos. <br />PASSED, APPROVED AND ADOPTED this 11 th day of September ,1995. <br /> . <br /> Robert T.
