The motion carried. <br />16.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2012 -56, approving amended and restated Planned Development <br />District Standards for The Retreat on Willow Creek Planned Development District <br />consisting of 101.40 acres of land, more or less, in the J.M. Veramendi Survey No. 1, <br />abstract no. 17 located near Hunter Road and Stagecoach Trail as originally approved <br />by Ordinance 2009 -81 for the purposes of allowing only single- family uses, amending <br />architectural, landscaping and tree preservation and mitigation standards and <br />providing for a buffer between housing built in the district and adiacent residences; <br />including procedural provisions; and providing for penalties; and consider approval of <br />Ordinance 2012 -56. <br />Kristy Stark, Assistant Director of Development Services, gave a brief presentation and <br />presented Patrick Christianson, whom spoke briefly on the project. <br />Mayor Daniel Guerrero opened the Public Hearing at 8:04p.m. <br />Nancy Moore, 15 Tanglewood, addressed the protection of the density between neighbors. She <br />stated that they had the opportunity to purchase the lots next to them instead of them building <br />built on. <br />There being no further comments the public hearing was closed at 8:06 p.m. <br />MOTION: Upon a motion made by Council Member Prather and a second by Council Member <br />Porterfield, MOTION TO AMEND: Upon a motion made by Council Member Porterfield and a <br />second by Council Member Scott, the City Council voted six (6) for, one (1) absent, Council <br />Member Thomaides, and none (0) opposed, to amend the PDD by incorporating the following: <br />LID and BMPs be incorporated to achieve water quality measures with a standard for removal of <br />a minimum of 85% of the increase in Total Suspended Solids (TSS) after full development of the <br />property over the baseline existing conditions prior to development; and that a permanent <br />improved access easement be dedicated by plat in the northwest corner of the subdivision to <br />allow pedestrian access to and from Stagecoach Trail, Maria Hernandez Elementary, and Doris <br />Miller Middle School, through use of the internal street, sidewalk and trail network of the <br />Retreat on Willow Creek.
