Ë~ ORDINANCE 1995- 63 <br />~~. t.3QJ <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, COMBINING THE COMMISSION FOR <br />.. MINORITIES, COMMISSION FOR WOMEN, SENIOR CITIZENS <br />ADVISORY BOARD AND FAIR HOUSING COMMISSION INTO A <br />NEW HUMAN DEVELOPMENT COMMISSION; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br /> <br />RECITALS: <br /> <br />1. The Sunset Advisory Commission has recommended that the Fair Housing <br />Commission be ?I:>olished and its duties and authority transferred to another commission. <br /> <br />2. The City Council wishes to combine the duties and authority of the Fair Housing <br />Commission, Commission for Minorities, Commission for Women and Senior Citizens <br />Advisory Board, as well as the Mayor's Commission on Youth, into a single Human <br />Development Commission to serve as an advisory body to the City Council and City <br />Manager concerning the problems and needs of minorities, women'i senior citizens and <br />youth in the San Marcos Community. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />SECTION 1. That Article VII of Chapter 2 of the San Marcos Code of Ordinances <br />is amended to read as follows: <br /> <br />ARTICLE VII. HUMAN DEVELOPMENT COMMISSION <br /> <br />Sec. 2-125. Definitions. <br /> <br />In this article: <br /> <br />(1) Minority means a person who is black, hispanic, asian-american, or <br />native american, or a person with a disability. <br /> <br />(2) Disability means a physical or mental impairment that substantially limits <br />a major life activity, such as walking, seeing, hearing, breathing, learning, <br />working, sitting, standing or caring for oneself. <br /> <br />(3) Senior citizen means a person 60 years of age or older. ... <br /> <br />(4) Youth means a person 18 years of age or younger. <br /> <br /> <br />Sec. 2-126. Composition: terms of office. <br /> <br />(a) The human development commission is established, composed of six city <br />residents, and one resident of the city's extraterritorial jurisdiction, all appointed <br />by the city council. <br /> <br />(b) In making appointments to the human development commission, the city <br />council shall endeavor to assure broad representation and experience, and shall <br />include persons interested in the welfare of minorities, women, senior citizens <br />and youth. <br /> <br />(c) Members of the commission serve three year terms, staggered so that <br />three members are appointed one year, two are appointed the next year, and <br />two are appointed the following year. <br />
