<br /> '] ()f) <br />Sec. 2-127. Duties and powers. <br />(a) The commission will serve as an advisory body to the city council, other <br />city boards and commissions, and the city manager on matters involving <br />minorities, women, senior citizens and youth in the San Marcos community. In <br />this respect, city boards and commissions and the city manager are encouraged ~ -- <br />to consult with the commission, and the commission will make <br />recommendations, regarding the following: <br /> (1) the availability of city programs and services to minorities, women, <br /> senior citizens and youth in the city; <br /> (2) possible new programs and services to enable minorities, women, <br /> senior citizens and youth to reach their full potential in housing, jobs, <br /> and community life and activities; and <br /> (3) methods by which minorities, women, senior citizens and youth can <br /> take responsibility for strengthening existing programs and se.rvices, <br /> and for providing new programs and service~, to aid minorities, <br /> women, senior citizens and youth. <br />(b) The commission will also: <br /> (1) coordinate with other governmental entities, and with private <br /> citizens, institutions and agencies regarding programs and services <br /> to aid minorities, women, senior citizens and youth in the city; <br /> (2) continue the Women's Hall of Fame, and develop other programs <br /> to recognize achievement and contribution to the San Marcos <br /> community by minorities, women, senior citizens and youth; and <br /> (3) collect information on instances of discrimination against minorities, <br /> women, senior citizens and youth in the San Marcos community and <br />- refer the information to appropriate agencies. <br />(c) The commission will also serve in a mediation role to hear complaints of <br />discrimination in housing practices within the city under the terms of Chapter 32 <br />of this Code. In this respect, the commission will have the power to <br /> (1) solicit and hear testimony, and solicit and examine evidence; <br /> (2) serve as a mediator to assist the parties in resolving complaints; <br /> (3) make written findings and recommendations for resolution of <br /> complaints where the parties cannot agree on a resolution. <br />Participation before the commission is voluntary, and the commission's findings <br />and recommendations are not binding on the parties. <br />Sec, 2-128, Rules and procedures, <br />(a) Each year after the appointment of new members the commission will <br />elect a chair and vice-chair. <br />(b) The commission may adopt rules of procedure to govern its meetings and <br />activities, <br />(c) A majority of the commission constitutes a quorum, and the concurrence <br />
