<br /> 508 <br /> of a majority of those present is required for the determination of matters, <br /> SECTION 2. The City Council will appoint 7 members to the Human Development <br /> Commission within 30 days after this ordinance takes effect. The length of terms of these <br /> members will be determined at the first meeting of the Commission by the drawing of lots. <br /> SECTION 3. That if any word, phrase, clause, sentence, or paragraph of this <br />- ordinance is held to be unconstitutional or invalid by a court of competent jurisdiction, the <br /> remaining provisions of this ordinance shall remain in effect as if the unconstitutional or <br /> invalid portion had not been adopted. <br /> SECTION 4, That all ordinances and resolutions or parts of ordinances or <br /> resolutions in conflict herewith, including Sections 2-125 through 2-128, Sections 2-130 <br /> through 2-134, and Sections 32-16 and 32-17 of the San Marcos Code of Ordinances, and <br /> Resolution 1976-4R, are hereby repealed. <br /> SECTION 5. That any person violating any provision of this ordinance shall be <br /> deemed guilty of a misdemeanor and upon conviction shall be subject to the penalty <br /> provided in Section 1-5 of the San Marcos Code of Ordinances. <br /> SECTION 6.
