13. <br />Regular Meeting August 11, 2003 Page 11 <br /> <br />Mayor Habingreither introduced a discussion regarding a possible change to <br />Single-Member Districts for Election of Council Members. Mr. Mark Taylor <br />presented the Council with a power point presentation and handout of <br />advantages and disadvantages of Single-Member Districts and At-Large City <br />Council Elections. Ms. Narvaiz inquired as to the Election of the City <br />Council Members of Lockhart. Mr. Mark Taylor stated the Mayor and two <br />Council Members hold at-large positions and 4 Council Members hold Single- <br />Member District positions. Mr. Thomaides stated he would support an <br />initiation invitation like the City of Scottsdale, but indicated they have <br />many more residents. He also stated he would support a committee of <br />citizens study this issue. Mr. Mihalkanin stated he feels the Council <br />should first decide whether this is something the Council is interested in <br />reviewing. Mayor Habingreither stated he has spoken to other community <br />leaders, and he feels this would be a mistake. Ms. Narvaiz stated there <br />are pros and cons to this issue. She feels the City would benefit from <br />single-member districts. Mr. Thomaides, Mr. Diaz and Ms. Narvaiz are in <br />favor of pursuing single-member districts. Mr. Mihalkanin, Mayor <br />Habingreither, Mr. Montoya and Mr. Taylor are not in favor of single- <br />member districts. <br /> <br />Mayor Habingreither introduced a discussion regarding Economic Development <br />Contracts. The Council considered this item later after Executive Session <br />(see page 12). <br /> <br />Mayor Habingreither introduced a discussion regarding the format of the <br />Transportation Master Plan Presentation to the City Council. Mr. 0'Leary <br />stated the Transportation Advisory Board wants to meet with the Council on <br />August 25, 2003. He stated the Transportation Advisory Board wants to <br />provide an overview of the Transportation Master Plan project and efforts <br />to date. He also stated they want to present their recommendations to the <br />Transportation Master Plan. The Council agreed by consensus to hold a <br />6:00 p.m. Workshop on Monday, August 25, 2003. <br /> <br />Mayor Habingreither introduced a discussion regarding placement of modular <br />homes in San Marcos and the City's authority to regulate modular housing. <br />Mr. O'Leary stated this discussion stems from the concerns of the <br />placement of a modular home on Conway. Carol Barrett, Director of <br />Planning and Development Services, stated there are concerns about other <br />potential sites where modular homes would be able to go in. She stated <br />State Legislation adopted a bill, which requires treating modular homes in <br />the same manner as a single-family home. She stated there are some <br />regulations the City can implement. She stated the Council can adopt an <br />Ordinance requiring the price of the modular home to be the same as the <br />median value of all houses with 500 feet. She stated a poured foundation <br />can also be required rather than a pier and beam foundation. She stated <br />she provided in her report background information on what can be <br />restricted. She stated Staff has been working on an Ordinance to address <br />modular homes. She also stated if any restrictions are made, they would <br />have to apply to all Single-Family homes. Mr. Mihalkanin stated he feels <br />these are serious implications for all single-family homes. He inquired <br /> <br /> <br />
