Mr. 0'Leary stated the <br />Greenhouse Center has no plans of closing. He stated the Staff is in the <br />process of trying to find another way of doing business without paying <br />employees. <br /> <br />Mayor Habingreither introduced two appointments to the Housing Authority <br />Board. Mr. Thomaides moved to reappoint Richard Cruz and Ms. Narvaiz <br />moved to appoint Monica de la Garza. Mr. Mihalkanin asked the Council to <br />reschedule appointing the housing resident representative until after <br />Staff can contact Michelle Ricks. Ms. Narvaiz withdrew her appointment. <br />The Council then voted unanimously for the reappointment of Richard Cruz. <br />The remaining appointment will be rescheduled. <br /> <br />Mayor Habingreither introduced one appointment to the Historic <br />Preservation Commission. Mr. Mihalkanin moved to appoint Jan Van Zandt to <br />complete the vacancy, which passed unanimously. <br /> <br />Mayor Habingreither introduced a public hearing on the proposed FY2003- <br />2004 Budget. Mayor Habingreither opened the public hearing and asked if <br />anyone wished to speak. 1) Larry DuPont stated in 1984 voters approved a <br />bond for Post Road repairs. He stated these repairs have still not been <br />done and the prices of materials are continuing to rise. He stated most <br />City projects are accomplished in 2 or 3 year periods. 2) Sherwood <br />Bishop stated he was sad to see the Parks and Recreation Department lose <br />five employees during the recent budget cuts. He stated two of the five <br />employees who were cut have been cleaning the debris out of the river. He <br />stated he is concerned about layoffs, which could affect the Habitat <br />Conservation Plan. He stated this plan calls for four employees in order <br />to receive the $3 million dollar grant from the Corps of Engineers. 3) <br />Brenda Melinger stated she was concerned about the 14.5% increase the City <br />Clerk's office is asking for. 4) Jeff Jackson thanked the City Manager <br />and Staff for the hard work on the budget. Mayor Habingreither asked if <br />anyone else wished to speak. No one did, so Mayor Habingreither closed <br />the public hearing. Mr. O'Leary reviewed the changes of the decreases and <br />increases the Council has discussed. He stated decisions need to be made <br />on Economic Development Contracts, the Airport Commission marketing plan <br />request and the Water/Wastewater Fund. Mr. Thomaides inquired which <br />projects the $231,803.00 debt services included. Mr. O'Leary presented <br />the Council with a revised debt service list. He stated this would <br />include the Craddock turning lane, Commanche Street widening, traffic <br />light synchronization, the sixth year street overlay project, 2.1 million <br />Wonder World extension, Sessom Street, Post Road and Franklin/Ranch Road <br />12 signal. Ms. Narvaiz asked the City Clerk to explain her budget. Ms. <br />Womack stated for the past two years a position was needed in the City <br />Clerk's Office. And new positions were only considered in specific <br />departments. She also stated when Ms. Goodwin's position was reclassified <br />and the Department Secretary position was filed that the Records Assistant <br /> <br /> <br />
